About this opportunity
The County of Orange, Sheriff-Coroner, is issuing a competitive Invitation for Bid (IFB) for preventative maintenance and repair services on a Powerex SEQ200740HPAJ air compressor (serial number S3966-1495) located in the Toxicology department in Santa Ana, California. The scope of work includes two scheduled preventative maintenance visits per year, with each visit requiring replacement of tip seal kits (part # SK110003AJ), belts (part # BT012900AV), and air filters (part # P19), along with on-demand evaluation and repair services throughout the contract period. The contractor must provide both phone and on-site technical support with a required response time of 48 hours for initial service calls and 7 days for in-person site visits; if initial work does not resolve issues, re-response is required within 24 hours. All services must be performed by manufacturer-trained and certified technicians during business hours (Monday through Friday, 8:00 AM to 5:00 PM PST, excluding County holidays). Qualified bidders must possess a valid California State Contractor's License, proof of manufacturer certification, references from at least three previous clients, and comply with all County terms and conditions without exceptions. Bids must be submitted electronically through the County's online procurement portal no later than April 16, 2026, at 4:00 PM, with bid validity set at 365 days from the closing date. Contract award will be based on the lowest responsive, responsible bid, with pricing structured to require separate line-item costs for labor and parts for each of the two annual preventative maintenance visits.
The County offers a five percent (5%) preference deduction for certified Orange County Local Small Businesses (OCLSB) or Disabled Veteran Business Enterprises (DVBE), with a maximum allowable preference of $100,000. All replacement parts must be Original Equipment Manufacturer (OEM) new parts or certified refurbished parts with prior County approval, with a one-year warranty from the service completion date. Required pre-award submissions include certificates of insurance (with minimum coverage including $1,000,000 commercial general liability per occurrence, $1,000,000 automobile liability, statutory workers' compensation, and $1,000,000 employers' liability), W-9 or 587/590 forms, DUNS number, and Unique Entity Identifier (UEI) number. The contractor must also submit a Labor and Material Payment Bond and a Performance Bond with amounts equal to or exceeding the estimated contract value, and execute a Certification Regarding Anti-Lobbying before award. The contract has an initial term of three calendar years, effective May 16, 2026, with two optional renewal periods of two years each, subject to mutual written agreement and County Board of Supervisors approval. The total contract amount will be determined at award based on submitted bids; however, no price increases will be permitted during the first contract term without documented proof of cost increases and 30 days' advance written notice, and the contractor must guarantee pricing equivalent to or lower than that offered to other local, state, or federal government entities for equal or lesser scope services.
