The document serves as a prerequisite certification that must be submitted by contractors bidding on this state and local contract opportunity. The certification confirms that no Federal appropriated funds have been or will be paid to influence any officer or employee of a Federal agency, Member of Congress, or Congressional staff in connection with the awarding of this Federal contract or any related modifications. Bidders are required to submit this form electronically through the County's eProcurement Portal as part of their bid package, and all questions regarding the solicitation must be directed through the online Question & Answer section rather than to County personnel directly.

Any contractor who fails to submit the required anti-lobbying certification is subject to civil penalties ranging from $10,000 to $100,000 for each failure, and false statements or certifications are subject to the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims. The contractor's authorized official must sign and date the certification, attesting to the truthfulness and accuracy of the statement. If non-Federal funds have been or will be paid for lobbying purposes, the contractor must complete and submit Standard Form-LLL, Disclosure Form to Report Lobbying, in accordance with its instructions. Additionally, all subawards at all tiers, including subcontracts and subgrants, must include the language of this certification, and all subrecipients must certify and disclose accordingly.
