About this opportunity

Orange County Sheriff-Coroner Department is requesting bids on cooling tower maintenance services under IFB #060-3159902-MB, with bids due December 15, 2026 at 4:00 p.m. A 5% preference deduction applies to bidders certified as County of Orange Local Small Business (OCLSB) or Disabled Veteran Business Enterprise (DVBE); an 8% preference is available for businesses certified as both.

The scope covers routine inspection, testing, cleaning, certification, service, corrective maintenance, chemical treatment, water quality management, and emergency services on cooling towers and associated equipment — basins, fill media, drift eliminators, distribution systems, fans, motors, drives, heat exchangers, water treatment systems, and related piping, valves, and controls — at two locations: Theo Lacy Facility in Orange and James A. Musick Facility in Irvine. Services must comply with California Health and Safety Code Section 116057, ASHRAE Standard 188, and all applicable state, federal, and local regulations. The contractor must maintain a minimum of two background-cleared personnel available 24/7/365 for emergency response and provide scheduled maintenance no less than twice annually for cooling tower basin cleaning and disinfection. Personnel must hold current California contractor licenses, cooling tower maintenance certifications, and water treatment certifications, and comply with Cal/OSHA Aerosol Transmissible Diseases standards.

Pricing is firm, fixed-price for semi-annual and annual inspection and preventive maintenance services at each location, plus hourly labor rates for as-needed services, materials markup percentages, permit fees, and specialized equipment rental costs. The contractor provides all labor, materials, supplies, tools, personal protective equipment, and transportation at no additional cost to the County. Bids must remain valid for 365 days following the closing date. The award will go to the lowest responsive, responsible bidder. The contractor must submit detailed work order reports within three business days of service completion and maintain comprehensive records for three years following contract termination, with a minimum 90-day warranty on all labor and materials. A job walk is available prior to bid submission.
