About this opportunity

The County of Orange, Sheriff-Coroner is requesting competitive bids for cooling tower maintenance services under IFB #060-3159902-MB, with bids due December 15, 2026 at 4:00 p.m. and a mandatory job walk on December 1, 2026 at 8:00 a.m. A 5% bid price preference applies to County of Orange Local Small Business (OCLSB) certified vendors, or 8% if certified as both OCLSB and Disabled Veteran Business Enterprise (DVBE).

Services cover routine inspection, testing, cleaning, certification, corrective maintenance, chemical treatment, water quality management, and 24/7/365 emergency response for cooling towers at two primary locations: the Theo Lacy Facility in Orange and the James A. Musick Facility in Irvine, with potential extension to additional Sheriff-maintained facilities. Work must comply with California Health and Safety Code Section 116057, ASHRAE Standard 188, OSHA requirements, and EPA Legionella prevention guidelines. Contractors must maintain a minimum of two security-cleared personnel available at all times and respond to emergencies with qualified technicians on-site within four hours of initial contact. All contractor personnel require security clearance and annual background checks conducted through the County's electronic clearance portal, with approved clearance documentation required by November 20, 2026 for job walk attendance.

Bidders must hold current California electrical contractor licensing (C-10) and cooling tower maintenance certifications. Pricing is structured as firm fixed fees for semi-annual and annual preventive maintenance, hourly labor rates differentiated by standard business hours versus after-hours and weekend/holiday services, plus materials at actual invoice cost with a contractor-specified markup, and equipment rentals at invoice cost with approved markup.

The contract term is three calendar years with no automatic renewal. Contractors must provide performance and labor/material payment bonds equal to the estimated contract amount, maintain commercial general liability insurance of $1 million per occurrence and $2 million aggregate, and provide 90-day warranties on labor and materials. Questions close December 8, 2026 at 5:00 p.m. Job walk attendance is mandatory; failure to attend or obtain security clearance results in bid rejection. Bids remain valid for 365 days after the closing date.
