About this opportunity

The City of St. Petersburg is requesting bids to provide police and fire uniforms and related accessories on an as-needed basis under IFB-26-301, with responses due August 25, 2026 at 3:00 p.m. and questions due August 11, 2026. The resulting contract will commence January 1, 2027, for an initial three-year term with two optional one-year renewal periods.

The scope covers 590 line items including pants, shirts, jackets, caps, ties, belts, buttons, and specialty items in multiple sizes for both male and female personnel. Vendors must provide exact manufacturer models with no substitutes permitted for designated items such as Spiewak, Tru Spec, FlexFit, and Horace Small products. Detailed finishing requirements include embroidery, screen printing, patch attachment, and emblem placement with precise color and measurement specifications. The vendor is solely responsible for taking measurements, ensuring proper fit, providing alterations at no additional cost, and maintaining minimum inventory levels. All items must be delivered FOB Destination within fifteen business days of order receipt to the City's Consolidated Warehouse at 327 17th Street North, St. Petersburg, Florida 33713.

Unit pricing for all line items must be submitted with delivery included in the cost. Unit prices remain firm for the initial twelve-month period; price adjustments thereafter require written justification and mutual written agreement. The City is not obligated to use the vendor exclusively and reserves the right to award on a split-order, lump-sum, or individual item basis.

Preferred qualifications include minimum five years' experience providing public safety uniforms and references from at least three similar customers. Vendors must comply with E-Verify requirements, maintain Florida corporate registration, obtain commercial general liability insurance of at least $1 million per occurrence and $2 million aggregate, commercial automobile liability of $1 million combined single limit, and workers' compensation insurance as required by Florida law. A bid bond of 5% of total bid value and a performance bond equal to 100% of the bid amount are required. Subcontractors may perform a specified percentage of contract work as detailed in the contract standards. All goods carry a twelve-month warranty against defects in materials and workmanship. All submittals must be submitted electronically through the OpenGov Procurement portal.
