About this file

This is a Subcontractor Summary Spreadsheet instruction document issued by the City of St. Petersburg, Florida, for use in bidding on municipal contracts. The document provides mandatory requirements and procedures for prime contractors submitting bids to the City, requiring completion and submission of the subcontractor worksheet with all bid proposals. The instructions establish that subcontractors may perform a specified percentage of contract work as detailed in the Contract Standards and Instructions to Bidders, Article I-13, and require prime contractors to identify all intended subcontractors by legal name, business address, trade classification, and subcontract amount. The worksheet must include the name and contact information of the subcontractor's employee responsible for project supervision and designation of whether the subcontractor is a first or second tier vendor. If no subcontractors will be used, the prime contractor must provide a written statement to that effect.

Subcontractor changes or substitutions are restricted after contract award and the pre-construction meeting, except under specific circumstances including failure to execute a contract at the specified price, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, performance failure, substantially unsatisfactory work quality, or substantial delays to project progress. Requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management Contracts Compliance Manager. Small Business Enterprise (SBE) and Minority and Women-Owned Business Enterprise (MWBE) subcontractors used to meet contractual percentage requirements must be replaced with other SBE or MWBE vendors if substitution becomes necessary, unless the prime contractor demonstrates that SBE requirements are satisfied through alternative means. The spreadsheet includes tracking for additions and deletions with corresponding reason codes and city approver authorization.
