About this opportunity

The Florida Department of Environmental Protection (DEP) is seeking highly qualified and experienced well servicing companies to provide plugging and abandonment services for oil and gas wells across the state. The contract will be divided into two regions - the Florida Panhandle and the Florida Peninsula - and the DEP intends to award up to two contracts per region. Respondents may submit proposals for one or both regions. The scope of work includes well location and pre-abandonment activities, well abandonment operations, and post-abandonment services such as site restoration. Contractors must develop and submit well-specific plugging and abandonment plans for DEP approval prior to commencing work. Pricing will be based on a detailed rate schedule, which will be subject to annual inflation adjustments. Responses are due by November 28, 2022, and the DEP anticipates making an award on or about November 28, 2022. The initial contract term is three years, with the possibility of up to three one-year renewal options at the DEP's discretion.

The solicitation does not specify any set-aside designations or restrictions on the types of organizations that can respond. The DEP intends to make multiple awards and reserves the right to award to one respondent or multiple respondents by region. The current incumbent(s) and contract values are not provided. The work may be funded through state or federal sources, which could impact the applicability of certain labor laws. Respondents must provide all necessary labor, equipment, tools, and services to deliver the required plugging and abandonment services.
