Based on the well details provided in the draft contract it appears that there are both re-entry and full abandonment scenarios for the Florida peninsula region. Would it be appropriate to submit Attachment 4 and Form D for each scenario?

No. Only a single Attachment 4, Sample Task Assignment Scenarios Worksheet and Form D, Rate Schedule Panhandle & Peninsula Regions must be submitted for each Region the Respondent chooses to respond to. The Attachment 4, Sample Task Assignment Scenarios Worksheet should be completed based on a full abandonment.

Note: Attachment 4 and Form D both have two (2) tabs, one for each Region.

How are rig standby charges paid as a result of FDEP caused delays? For example rig down waiting for FDEP approval on change of scope operation.

Based on the Department’s “around the clock” field agent that supervises all field operations, any necessary standby charges should be minimal. However, “Rig Standby” line items have been added to the revised Attachment 4, Sample Task Assignment Scenarios Worksheet and Form D, Rate Schedule Panhandle & Peninsula Regions and a definition of Standby Time has been added to RFP Section 4.3 Definitions.

8.

The Department will negotiate with the landowner, or the operator with the landowner’s consent, the restoration requirements including any alternate restoration standards, such as landowner retention of the access road, pad, or other improvements.
