About this opportunity

The Board of County Commissioners of Okaloosa County, Florida, is requesting proposals for a performance-based billing audit of water and sewer accounts, with proposals due July 15, 2026, and a question deadline of July 1, 2026. This solicitation is fully federally grant-funded and requires compliance with applicable federal regulations including Davis-Bacon Act provisions, debarment certifications, and drug-free workplace requirements.

The scope encompasses a comprehensive review of metering and billing practices across OCWS's 34,000+ customer accounts to identify and reduce apparent revenue losses while ensuring accurate billing. Proposers must demonstrate a minimum of ten years of experience investigating apparent revenue loss and submit five project references of similar size and complexity with contact information for verification. The compensation structure is performance-based, with fees calculated as a portion of actual revenue increases attributable to the contractor's work. The contractor's financial success is directly tied to documented revenue improvements.

The contract term is anticipated to be one year of investigation with three years of payback, with no renewal options. Financial stability is a required evaluation component; respondents currently involved in bankruptcy or financial reorganization proceedings are ineligible. The county may conduct a soft credit pull on top respondents.

Proposals are limited to five pages (12-point font minimum, excluding cover and table of contents) and will be evaluated on approach to project (25 points), firm experience and references (25 points), staff experience (20 points), proposed schedule and personnel assignment (10 points), and proposed pricing using a graduated point system (20 points). The Selection Review Committee meeting is scheduled for August 11, 2026, with anticipated award recommendation by August 14, 2026, followed by contract negotiations.

The selected contractor must maintain comprehensive insurance coverage including workers' compensation, commercial general liability ($1,000,000 minimum), business automobile ($1,000,000 minimum), and cyber liability ($1,000,000 per claim) with the County named as additional insured. All respondents must comply with applicable state and local laws and assume all tax and assessment obligations.
