About this file
Performance-Based Billing Audit of Okaloosa County
This is a Request for Proposals document from the Board of County Commissioners of Okaloosa County, Florida, for a performance-based billing audit of the Okaloosa County Water and Sewer (OCWS) system. The project scope includes reviewing water and sewer customer accounts, identifying and reducing apparent revenue losses, and ensuring appropriate billing for services delivered. The audit is intended to improve operational efficiency and revenue collection by analyzing billing practices, identifying discrepancies, and implementing corrective measures. All proposing entities must comply with applicable state and local government rules, laws, ordinances, and regulations throughout the engagement.
The compensation structure is performance-based, with the fee for services calculated as a portion of actual revenue increases realized by OCWS directly attributable to the audit work. This arrangement aligns the consultant's financial incentive with measurable results and cost recovery. Proposers are required to detail their methodology, experience with similar water and sewer billing audits, qualifications of key personnel, and the specific percentage or fee structure for revenue increases achieved. The county retains discretion in selecting the proposal that best demonstrates value and capability to maximize billing accuracy and revenue recovery while maintaining customer service standards.
