About this opportunity
The State of Oregon, acting through the Oregon Business Development Department on behalf of the Oregon Arts Commission, is issuing a Request for Qualifications to establish a qualified pool of 3 to 7 Project Coordinators to perform Percent for Art Program Coordinator Services on an as-needed basis throughout Oregon, including in Ashland, Bend, Corvallis, Eugene, Klamath Falls, La Grande, Portland, and other locations. The procurement seeks coordinators capable of managing complex public art projects and coordinating with multiple stakeholders across diverse geographic regions. Selected coordinators will enter into five-year Agreements for Services contracts with the state, which may be amended for additional time not to exceed a total of 10 years, with individual work assignments issued through Work Assignment Contracts on an as-needed basis. Key qualifications include demonstrated experience managing public art projects, willingness to work in specific geographic regions, and availability to commit between 30 and 120 hours per month depending on project availability. Proposals will be evaluated on three criteria: Experience (25 points maximum), Narrative Responses addressing public art perspectives, availability, geographic preferences, and stakeholder management (55 points maximum), and Resume (20 points maximum), with proposals scoring 75 points or above considered qualified. Proposers must submit qualifications by March 31, 2026, at 3:00 p.m. Pacific Time through the OregonBuys eProcurement System, with questions and clarification requests due by March 9, 2026, at 5:00 p.m. Pacific Time; an Intent to Award Notice is expected approximately April 15, 2026. Minimum qualifications require proposers to be registered Oregon-based vendors not listed on the Department of Revenue's Delinquent Taxpayer List.
Proposers must comply with Oregon's Certified Disadvantaged Business Outreach Plan requirements and provide documentation of their current certification status under the Certification Office for Business Inclusion and Diversity, including designations as disadvantaged business enterprises, minority-owned businesses, woman-owned businesses, veteran-owned businesses, or emerging small businesses, though this information is excluded from proposal scoring. No incumbent vendors are identified in this procurement. Proposers must complete mandatory certification forms including the Proposer Information and Certification Sheet, Disclosure Exemption Affidavit, Reference Check Form, Responsibility Inquiry Form, and COBID Certification Outreach Plan, and must certify compliance with state tax requirements, non-discrimination practices, sexual harassment prevention, equal wage compensation, and federal exclusion list verification. Project Coordinators will receive hourly compensation ranging from $36.50 to $75.00 per hour, negotiated based on experience and project complexity, with anticipated work ranging from 30 to 120 hours per month; compensation will be capped at 120 billable hours per month unless pre-approved in writing, and allowable pre-approved direct non-labor costs will be reimbursed separately. Contractors must provide proof of required insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Professional Liability ($1,000,000 per claim/$2,000,000 aggregate) before commencing services. The state reserves the right to consider geographic distribution of qualified proposers in making final award selections.
