About this file

This is an addendum to a Request for Proposals issued by the Oregon Business Development Department for Percent for Art Program Coordinator Services (OBDD RFP no. C2025733, OregonBuys no. S-12300-00015608). The addendum, dated March 09, 2026, clarifies submission procedures and proposal format requirements for potential proposers. The document addresses procedural questions received prior to the RFP deadline regarding how to properly submit proposals through the OregonBuys platform and whether attachments should be submitted separately or consolidated into a single document.

The addendum clarifies that proposers should follow the detailed submission instructions outlined in the OregonBuys Supplier Bid Solicitation Response guidance document available on the Oregon Department of Administrative Services website. Specifically, all required proposal documents and attachments may be consolidated into one PDF file rather than submitted separately, as permitted under Section 3.2.3 of the RFP. Proposers requiring technical assistance with the OregonBuys system should contact the OregonBuys Helpdesk by telephone at 1.855.800.5046 or by email at support.oregonbuys@oregon.gov. This addendum was issued by Kellie Stavang, Procurement and Contract Specialist at the Oregon Business Development Department, located at 775 Summer Street NE, Suite 310, Salem, Oregon 97301.

Addendum 01 to Request for Proposals:

Percent For Art Program Coordinator Services

OBDD RFP no. C2025733 OregonBuys no. S-12300-00015608

The Oregon Business Development Department received questions prior to the RFP deadline for official questions. These questions and responses are incorporated into the RFP as appropriate by their nature.

Thank you to all who asked for clarifications, and for your continued interest.

1. I'm getting ready to submit my proposal for Percent for Art Program Coordinator Services. The RFQ and online directions are not clear about how to submit the materials, so I would like to confirm with you before I follow what I think is the correct process. On the bid website for the RFQ, there is not a "create quote" option. I do see a ship-to address of biz.prac@biz.oregon.gov. Should I be sending my proposal to that email address?

Response: Section 4.5 of the RFP instructs Proposers to procedures outlined in detailed instructions on how to submit a Proposal (Bid) which can be found at https://www.oregon.gov/das/ORBuys/Pages/supplierresources.aspx. More specifically, the OregonBuys Supplier Bid Solicitation Response guidance document found here:

https://www.oregon.gov/das/ORBuys/Documents/OregonBuys%20Vendor%20Formal%2 0Solicitation%20Response.pdf

Furthermore, parties needing assistance with OregonBuys may contact the OregonBuys Helpdesk by telephone at 1.855.800.5046 or by email at support.oregonbuys@oregon.gov.

2. I created and submitted one PDF that included all of the requested information, including all of the attachments, should I have submitted the attachments https://www.oregon.gov/das/ORBuys/Pages/supplierresources.aspx https://www.oregon.gov/das/ORBuys/Documents/OregonBuys%20Vendor%20Formal%20Solicitation%20Response.pdf https://www.oregon.gov/das/ORBuys/Documents/OregonBuys%20Vendor%20Formal%20Solicitation%20Response.pdf

775 Summer St. NE, Ste. 310 • Salem, OR 97301 • 503–986–0123 • fax 503 5815115 • biz.oregon.gov separately?

Response: Section 3.2.3 of the RFP describes the proposal format and quantity. One pdf of all required documents is acceptable.
