The Elbert County Board of Commissioners is soliciting sealed bids for a comprehensive roadway resurfacing and reconstruction project encompassing approximately 3.53 miles of county roads: Ernest Brown Road (2.15 miles), Limo Road (0.50 miles), and Owens Road (0.88 miles). The work includes full-depth reclamation (FDR) on the Ernest Brown Road segment between Bobby Brown Road and Owens Road (1.15 miles), followed by complete resurfacing with recycled asphaltic concrete materials. Deliverables include placement of approximately 12,550 square yards of full-depth reclamation to a 6-inch depth with Portland cement stabilization, 700 tons of recycled asphalt concrete patching, approximately 4,290 tons of 19mm Superpave material (binder course at 220 pounds per square yard), approximately 2,850 tons of 9.5mm Superpave material (wearing course at 135 pounds per square yard), traffic control, roadway striping with reflectorized paint, and miscellaneous construction items including aggregate base course and traffic control devices. The contractor must maintain adequate skilled labor, properly maintained equipment including an 8-foot drum mechanical reclaimer, mechanical cement spreader, and motor grader with automatic slope control, and must employ a qualified geotechnical testing firm to perform quality control testing at frequencies meeting or exceeding Georgia Department of Transportation standards. All work must comply with GDOT Standard Specifications, the Manual on Uniform Traffic Control Devices, the Georgia Erosion and Sedimentation Control Act, and applicable local ordinances. Sealed bids are due by 4:00 p.m. on June 4, 2026, at the Elbert County Board of Commissioners office (45 Forest Avenue, Elberton, GA 30635); bids will be publicly opened and read aloud at that time. Bidders may submit questions by May 21, 2026 at 3:00 p.m. to Ryan Wright at rwright@elbertga.us, with answers provided by May 26, 2026 at 5:00 p.m. Contract award is scheduled for June 8, 2026 at 5:30 p.m., and the successful bidder must commence work within ten days of receiving the Notice to Proceed and complete all work within 180 consecutive calendar days. Liquidated damages are set at $500 per day for failure to achieve substantial completion within the contract timeframe.
No set-aside designations for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or other socioeconomic categories are identified in this procurement. However, all bidders must comply with the Systematic Alien Verification of Entitlements (SAVE) program and the federal E-Verify program, and the successful contractor must maintain a Georgia business license and execute Performance and Payment Bonds, each in the amount of 100 percent of the contract price, within ten days of receiving conformed contract documents. Contractors must also submit a Proposal Guaranty (bid bond) equal to 5 percent of the total bid amount and provide proof of appropriate insurance coverage including Worker's Compensation and Employer's Liability ($1,000,000 minimum), Comprehensive General Liability ($1,000,000 per occurrence minimum), and Automobile Liability ($500,000 per occurrence minimum) prior to contract award. Bidders must demonstrate adequate construction experience, equipment resources, and sufficient financial strength to meet contract obligations, and must maintain a permanent place of business. No incumbent contractor or current vendor is identified for this procurement. The contract documents do not specify a total project budget or award value; rather, payment will be calculated based on actual quantities of work completed at the unit prices submitted by the successful bidder, with partial monthly progress payments made at 90 percent of completed work prior to substantial completion and final payment made upon completion and acceptance of all work.
