The RFQ was released on October 29, 2025, with a mandatory pre-proposal meeting scheduled for November 12, 2025, at 1:00 pm at the project site; the deadline for submitting questions is November 17, 2025, with City responses provided by November 20, 2025; and proposals are due electronically by December 3, 2025, at 4:00 pm through the OpenGov Procurement portal, with tentative firm selection scheduled for December 17, 2025. Pricing shall be submitted as a monthly lump-sum arrangement covering all labor, materials, equipment, transportation, disposal, licenses, fees, and permits, with separate hourly rates provided for additional work categories including irrigation labor, spray application, general labor, and tree work. Evaluation criteria are equally weighted at 25 points each and include proposal quality and thoroughness, experience and past performance on similar projects, cost and budget proposal, and other considerations including reference checks and ability to perform the work. Contractors must provide proof of commercial general liability, automobile liability, workers' compensation, employer's liability, and professional liability insurance.
There are no specific set-aside designations or restrictions identified for disadvantaged enterprises, minority-owned businesses, or women-owned businesses in this solicitation; however, the City of Hayward encourages participation from all qualified contractors and applies standard nondiscriminatory employment practices provisions and affirmative action certification requirements for contracts exceeding $10,000 annually with employers of more than ten persons, or contracts valued at $25,000 or more. No incumbent vendor is identified for this contract opportunity. The project is subject to California prevailing wage requirements for public works projects exceeding $15,000, and successful contractors must comply with all applicable federal, state, and local labor laws, safety regulations, and the City's General Provisions governing purchases of work and services. Contractors are required to execute performance and labor bonds equal to 100 percent of the total contract amount, submit a Non-Collusion Affidavit, provide an Affirmation of Non-Involvement in Nuclear Weapons Development or Production, and comply with the City's nondiscriminatory employment practices provisions. While specific award values or budget ranges are not disclosed in the RFQ, the monthly contract amount shall represent the total compensation for all activities required by the General and Special Provisions except those specifically designated as extra work, which will be compensated on a time-and-materials basis using the separately submitted hourly rates.
