About this opportunity
The City of Santa Cruz is requesting proposals for a comprehensive organizational assessment of its Parks and Recreation Department, with proposals due August 21, 2026 at 5:00 p.m. via the City's e-Procurement Portal. Proposers must meet a minimum-qualification threshold: completion of at least five organizational assessments for municipal Parks and Recreation Departments in California within the past 10 years, with at least three involving departments with annual operating budgets of at least $15 million.
The scope includes document review, stakeholder engagement, organizational and operational analysis, benchmarking against comparable agencies, and development of recommendations. The consultant will conduct up to two days of on-site visits, interview up to 10 staff members and 8 external stakeholders, and complete the assessment within a 12-week schedule beginning at contract execution. Deliverables must provide practical, fiscally responsible, and implementable recommendations that improve organizational effectiveness, operational efficiency, service delivery, and long-term sustainability within existing or reasonably anticipated staffing and budget resources, with alignment to the City's Strategic Plan.
The contract term is one year with potential renewals by mutual written agreement. Proposers must submit an all-inclusive, not-to-exceed cost proposal with labor costs broken down by task and hourly billing rates for each labor classification. No prevailing wage requirements apply; however, the City's Living Wage Ordinance applies. The selected contractor must provide Professional Liability, Commercial General Liability, Auto Liability, and Workers' Compensation insurance.
Evaluation occurs in two phases. Phase 1 weights adherence to RFP requirements (5%), firm background (5%), firm qualifications and experience (25%), team qualifications (25%), technical approach and work plan (30%), and cost proposal (10%). Phase 2, for shortlisted proposers, weights project understanding and work plan (60%) and quality of presentation (35%) following client-reference checks (5%). The City will award to the lowest responsive proposer meeting minimum qualifications.
Opportunity text
The City of Santa Cruz is seeking proposals from qualified consulting firms to conduct a comprehensive organizational assessment of the Parks and Recreation Department. The Department provides a wide range of services and programs, including park maintenance, recreation programming, facility operations, special events, and other public-facing services that enhance the quality of life for residents and visitors.
The City seeks an independent evaluation of the Department's organizational structure, staffing, service delivery, operational effectiveness, and long-term sustainability.
