About this opportunity
The City of Santa Cruz is requesting proposals from qualified consulting firms to conduct a comprehensive organizational assessment of the Parks and Recreation Department, with proposals due July 17, 2026 at 5:30 p.m. and questions due June 30, 2026 at 5:30 p.m.
Minimum qualifications require completion of at least five organizational assessments or management studies for California municipal Parks and Recreation Departments within the past 10 years, with at least three projects involving departments with annual operating budgets of $15 million or more and comparable service delivery responsibilities. This prior-experience requirement filters the eligible bidder pool significantly.
The scope encompasses document review, stakeholder engagement, organizational and operational analysis, benchmarking against comparable agencies, and recommendations. Deliverables include an existing conditions summary, stakeholder engagement summary, draft organizational assessment report, and final organizational assessment report with presentation. The consultant must complete the project within 12 weeks and conduct up to two days of on-site visits, interviews with up to 10 staff members and 8 external stakeholders, one kick-off meeting, one draft findings review meeting, and one final presentation. The assessment will evaluate the Department's organizational structure, staffing, service delivery model, operational effectiveness, and long-term sustainability, with recommendations aligned to departmental priorities, available resources, community needs, and the City's Strategic Plan.
Proposers must submit all-inclusive cost proposals broken out by task, including hourly rates by resource type, total project costs with all expenses, and identification of circumstances requiring additional compensation. Electronic submission is required through the OpenGov Procurement portal.
Evaluation occurs in two phases. Phase 1 assesses adherence to RFP requirements (5 points), firm background (5 points), firm qualifications and experience (25 points), team qualifications and experience (25 points), technical approach and work plan (30 points), and cost proposal (10 points). Phase 2, for shortlisted proposers, evaluates client references (5 points), project understanding and work plan (60 points), and quality of presentation (35 points).
Opportunity text
The City of Santa Cruz is seeking proposals from qualified consulting firms to conduct a comprehensive organizational assessment of the Parks and Recreation Department. The Department provides a wide range of services and programs to the community, including park maintenance, recreation programming, facility operations, special events, and other public-facing services that support the quality of life for residents and visitors.
The City is seeking an independent evaluation of the Department's organizational structure, staffing, service delivery model, operational effectiveness, and long-term sustainability. The assessment will identify opportunities to improve alignment among departmental priorities, available resources, community needs, and the City's Strategic Plan, while ensuring the Department is positioned to effectively deliver services now and into the future.
The selected consultant will conduct document review, stakeholder engagement, organizational and operational analysis, benchmarking, and development of recommendations. The assessment is expected to provide practical, fiscally responsible, and implementable recommendations that support organizational effectiveness, operational efficiency, service delivery, and long-term sustainability within existing or reasonably anticipated staffing and budget resources.
A detailed description of the requested services, project assumptions, deliverables, qualifications, and project schedule is provided in the Preliminary Scope of Services.
