About this opportunity

The City of Santa Monica is seeking proposals for comprehensive Parking Operations Management Services through a Request for Proposal (RFP) that covers management of approximately 13,000 parking spaces across 30 facilities, including 12 parking structures, 15 beach parking lots, 12 surface parking lots, the Santa Monica Pier Deck parking lot, and the Annenberg Community Beach House parking lot. The initial contract term is six years, with four potential one-year renewal options, to be exercised at the City's discretion. The solicitation includes a base RFP for parking management operations and an optional alternate RFP for a Parking Access and Revenue Control System (PARCS). Key deliverables include daily operations management, revenue collection, maintenance, staffing, customer service, and technology integration, with the contractor expected to handle over four million cars annually, support 7,000 keycard users, and manage an average of 9,000 transient cars per day. The RFP requires detailed staffing plans, operational strategies, and cost breakdowns, with proposers expected to demonstrate expertise in parking facility management. The response deadline is August 28, 2025, at 3:00 pm, with a deadline for questions on August 6, 2025. Evaluation criteria will likely include operational capabilities, technology integration, staffing plans, and comprehensive pricing structures.

The RFP does not explicitly specify set-aside designations or restrictions on responding organizations. The existing parking infrastructure utilizes systems like Skidata and T2 pay machines, with 139 electric vehicle charging spaces operated by various providers including Greenwealth, EVGo, and T2. Proposers must demonstrate compatibility with existing License Plate Recognition (LPR) and mobile payment platforms. The contract includes extensive insurance requirements, mandating multiple insurance types with specific coverage limits, including Commercial General Liability ($5 million per occurrence), Automobile Liability ($1 million per accident), Workers' Compensation, and a Commercial Crime Policy. While a specific incumbent vendor is not mentioned, the estimated contract value is approximately $7 million. The City reserves significant flexibility in the contract, including the right to accept or reject portions of the proposal based on budget allocations, operational needs, and strategic objectives. Proposers must also comply with potential prevailing wage requirements and provide detailed maintenance plans covering various aspects of parking facility upkeep.

The City of Santa Monica (referred to hereafter as "the City") is inviting proposals from qualified persons or firms interested in providing Parking Operations Management Services for an initial term of six (6) years, with four (4) options for renewal of one (1) year each, to be exercised at the City's sole discretion.

Please note the following RFP Alternate included in this RFP:

The award will be made based on the base RFP. This document outlines the requirements for the RFP Alternate: Parking Access and Revenue Control System (PARCS). This RFP Alternate is provided as a separate, optional scope of work that may or may not be exercised by the City, at its sole discretion, and in its best interest. The Base RFP for this solicitation covers the Parking Management Operations. The City reserves the right to accept or reject this RFP Alternate, in whole or in part, independent of the award of the Base RFP. Proposers must understand that the inclusion of pricing for this RFP Alternate does not guarantee its award or execution. The City will evaluate the pricing and proposals for this RFP Alternate to determine if its implementation aligns with current budget allocations, operational needs, and overall strategic objectives for its parking facilities. Proposer should include a breakdown of all up front costs and yearly costs throughout the contract term, for both the base proposal and the RFP alternate. RFP Alternate begins in Scope of Work Section 3.2, titled: "RFP ALTERNATE-- PARKING ACCESS AND REVENUE CONTROL SYSTEM (PARCS) "
