About this file
This is a Proposer RFP Checklist document prepared by the City of Santa Monica, California, for a Parking Operations Management Services solicitation. The RFP seeks qualified proposers to manage approximately 13,000 parking spaces across 30 facilities, including 12 parking structures, 15 beach parking lots, 12 surface parking lots, the Santa Monica Pier Deck, and the Annenberg Community Beach House lot. The contract encompasses comprehensive operations management for over four million vehicles annually, 7,000 keycard users, and an average of 9,000 transient vehicles per day. The initial contract term is six years with four optional one-year renewal periods exercisable at the City's discretion. The response deadline is August 28, 2025, at 3:00 pm, with a questions deadline of August 6, 2025. Proposers are encouraged to attend a pre-proposal conference to clarify requirements and submit questions during the designated question-and-answer period. All RFP addenda will be posted on the City's ProcureNow vendor portal.
The RFP includes a base proposal for parking management operations and an optional alternate for a Parking Access and Revenue Control System (PARCS), with the City retaining discretion to accept or reject the alternate independent of the base award. Proposers must provide detailed breakdowns of upfront and annual costs throughout the contract term for both the base proposal and alternate. The estimated contract value is approximately $7 million. The contract requires extensive insurance coverage, including Commercial General Liability ($5 million per occurrence), Automobile Liability ($1 million per accident), Workers' Compensation, and a Commercial Crime Policy. Proposers must demonstrate compatibility with existing systems including Skidata, T2 pay machines, License Plate Recognition technology, and mobile payment platforms, as well as coordinate with existing electric vehicle charging operators. The checklist emphasizes strict adherence to submission requirements, timely submittal of all materials, acknowledgment of all addenda, and compliance with all RFP format and content specifications, noting that late proposals are never accepted.
