About this opportunity
The Wilmington Housing Authority is conducting an Invitation for Bids (IFB) No. B26001 for the installation of new heating, ventilation, and air conditioning (HVAC) systems across all 16 floors of the Park View apartment building located at 1800 North Broom Street in Wilmington, Delaware. This construction procurement requires qualified, licensed, and bonded contractors to complete comprehensive HVAC replacement work. Bidders must demonstrate professional expertise, submit required certifications and documentation including HUD Form 5369-A (Representations, Certifications, and Other Statements of Bidders), a bid bond equal to 10 percent of the bid amount, proof of current business licenses, and evidence of appropriate insurance coverage including workers' compensation, general liability of at least $1,000,000 with the Agency named as additional insured, and automobile liability with combined single limits of $1,000,000. The solicitation was posted on February 18, 2026, with written questions due by February 23, 2026 at 3:00 PM, Intent to Bid submissions due February 27, 2026 at 10:00 AM, and final bid submissions required by February 27, 2026 at 12:00 PM EST through the Bonfire online procurement portal. A pre-bid conference and site visit will be completed by the WHA Development Department. Contract award will be made to the lowest priced responsive and responsible bidder based on evaluation of cost and price-related factors specified in the IFB, with all work required to comply with HUD Form 5370 General Conditions for Construction Contracts, applicable building codes, and Davis-Bacon Act prevailing wage requirements as established in General Decision Number DE20260008 for New Castle County, Delaware, with prevailing wage rates ranging from $25.89 to $71.85 per hour depending on trade classification.
The project is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) contract with an initial one-year term and four optional one-year renewal periods for a maximum five-year contract duration, with an anticipated minimum contract value of $500 and a maximum of $100,000, with work distributed through individual task orders. All contractors must comply with Section 3 of the Housing and Urban Development Act of 1968, requiring that 25 percent of total labor hours be performed by Section 3 workers (low- or very low-income persons) and 5 percent by Targeted Section 3 workers, with documented qualitative efforts required if benchmarks are not met. The Wilmington Housing Authority reserves the right to reject any or all bids, select multiple contractors from a ranked bidder pool, terminate for convenience with 10 days' notice, and reduce or increase line items based on funding availability or changed requirements. Contract prices are firm during each contract term; however, contractors may request annual price adjustments based on the U.S. Department of Labor Producer Price Index (PPI) with written requests submitted 60 days prior to renewal dates. While no specific set-aside designations are identified in the procurement documents, the Agency encourages bidders from Resident Business Enterprises (RBE), Minority Business Enterprises (MBE), Woman-Owned Business Enterprises (WBE), and other disadvantaged business classifications to submit qualifications through the Profile of Firm Form, though certification is not required for proposal submission. All proposed labor fees must be all-inclusive of tools, equipment, insurance, licensing, employee benefits, and all other costs necessary to complete the work, with contract performance subject to federal compliance requirements including Equal Employment Opportunity provisions, debarment and suspension certifications, and anti-lobbying certifications for contracts exceeding $100,000.
