About this opportunity
The City of Charlotte, North Carolina, issued Request for Proposals (RFP) #269.2026.182 seeking a qualified contractor to provide comprehensive maintenance and repair services for approximately 250 overhead doors across multiple municipal facilities, including police stations, fire stations, Charlotte Area Transit System (CATS) facilities, Charlotte Douglas International Airport, and cultural facilities. The scope of services encompasses maintenance and repair of sectional rollup doors, rolling steel doors, rolling and bi-fold hangar doors (cable and strap), rolling grills, and commercial fire doors, with occasional replacement and installation of new doors. The contractor must provide all labor, materials, equipment, and supervision necessary to complete overhead door projects and respond to emergency service calls within four hours, maintaining 24/7/365 emergency availability with phone response within one hour and on-site response within four hours, while routine operations are generally conducted Monday through Friday from 8:00 AM to 5:00 PM. The contractor must provide at least two local telephone numbers for emergency contact, maintain a competent English-speaking supervisor on-site, and provide a one-year warranty on all materials and workmanship from the date of final acceptance. A non-mandatory pre-proposal conference was held on April 22, 2026, at 9:00 AM via Microsoft Teams; written questions prior to the conference were due by 3:00 PM on April 16, 2026, and questions submitted after the conference were due by 3:00 PM on April 24, 2026. Proposals were due by 3:00 PM on April 30, 2026, submitted via the Bonfire procurement portal. Evaluation criteria include Qualifications, Experience, and Approach (40 points), Cost Effectiveness and Value (40 points), Capacity (10 points), and Acceptance of the Terms of the Sample Contract (10 points). Pricing may be structured as hourly rates with time and materials or as a lump sum, with all-inclusive pricing covering direct and indirect costs, overhead, profit, insurance, permits, and all other necessary expenses.
The City of Charlotte established a Goal Waiver for Minority-owned, Women-owned, and Small Business Enterprise (MWSBE) participation under the Charlotte Business Inclusion (CBI) Program, though the City strongly encourages such participation whenever possible; proposers must identify all M/W/SBE subcontractors and suppliers utilizing the CBI Form 3, with M/W/SBEs required to be currently certified with the City as of the proposal opening date to receive credit toward contract goals. All bidders must be properly registered and in good standing with the North Carolina Secretary of State at the time of submission and must comply with debarment certifications, anti-lobbying certifications, and other federal contracting requirements. All subcontractors and suppliers, regardless of M/W/SBE status, must be registered with the City of Charlotte's vendor database, and contractors must maintain the level of M/W/SBE participation stated in the contract throughout its duration. Contractors must comply with the City's Charlotte Business Inclusion Policy regarding MWSBE utilization and pay subcontractors within seven days of payment receipt. The contract documents do not identify an incumbent vendor or existing contractor currently providing these services. The RFP does not specify a particular contract value or budget range; however, pricing submissions will be comprehensive and all-inclusive across a three-year contract term with potential renewal periods at the City's discretion, with contract award by City Council scheduled for a date to be determined and services to commence on a date to be determined.
