About this file

This is a Byrd Anti-Lobbying Certification form for a North Carolina state and local contract opportunity (Project 269.2026.182) related to Overhead Bay Door Maintenance services. The contract requires the contractor to provide maintenance and repair services for approximately 250 sectional, rollup, rolling steel doors, rolling and bi-fold hangar doors, rolling grills, and commercial fire doors located at police stations, fire stations, Charlotte Area Transit System facilities, airport facilities, and cultural facilities throughout the jurisdiction. The scope of work includes emergency response services with a four-hour service call requirement, along with occasional replacement and installation of new doors. All services must include labor, materials, equipment, and supervision necessary to complete the overhead door projects.

The certification form requires the contractor to affirm that no federal appropriated funds have been or will be used to pay for lobbying activities in connection with this federal contract. If non-federal funds are used for lobbying contacts, the contractor must submit Standard Form-LLL disclosing such lobbying activities in accordance with 31 U.S.C. 1352 and the Lobbying Disclosure Act of 1995. The contractor is required to include identical certification language in all subaward documents at all tiers and ensure all subrecipients certify and disclose accordingly. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each violation.
