About this opportunity
The West Virginia Department of Environmental Protection, Office of Special Reclamation, is procuring construction and building upgrade services for the OSR Martinka Complex & F&M Building Upgrades project through an Agency Request for Quote (ARFQ) solicitation number DEP24-61. The project encompasses improvements to two facilities: the Martinka Water Treatment Complex (Permit #MAR1-2020) in Marion County and the F&M Coal Company shop facility (Permit #S-1073-86) in Preston County, both located in West Virginia. The scope of work includes 16 line items across both sites: metal roof replacement with new roof trusses, gutters, and drainage systems for the Martinka control building; rubber roof replacement with foam board insulation and new aluminum roof hatches for the pump building; electrical upgrades including 500 linear feet of wiring and conduit at each location; replacement of exterior metal siding at the F&M facility; replacement of an air conditioning unit with a wall-mounted heat/AC unit; garage door opener replacements; new exterior and interior LED lighting fixtures (16 four-foot units); general building and shop improvements; and mobilization and demobilization services (not to exceed 5% of total contract value) and administration costs (not to exceed 3% of total contract value). The contract is structured as a firm fixed-price Agency Purchase Order with a 180-calendar-day completion period from the notice to proceed. A mandatory pre-bid meeting was held on April 9, 2024, at 10:00 a.m. on-site at the Martinka Complex in Fairmont, with a technical question deadline of April 16, 2024, at 4:00 p.m. The initial bid closing date of April 23, 2024, was extended through six addenda, with the final bid closing date of June 27, 2024, at 10:30 a.m. All bids must be submitted electronically through the wvOASIS Vendor Self Service platform at www.wvOASIS.gov. Prospective bidders requiring pre-bid site visits to secure areas must contact DEP Procurement at DEPProcurement@wv.gov with at least 24 hours' notice.
Contractors must be licensed in West Virginia and comply with all applicable regulations, including West Virginia State Building Code, OSHA standards, and environmental regulations. Bidders are required to submit valid bid bonds equal to 5% of the total bid amount, performance bonds and labor/material payment bonds each equal to 100% of the contract value, and commercial general liability and automobile liability insurance with minimum limits of $2,000,000 per occurrence (or $1,000,000 for contracts valued at $25,000 or less). Contractors must provide drug-free workplace affidavits and, for contracts exceeding $100,000, annual certified drug-free workplace reports. Disqualification criteria include federal or state debarment, outstanding environmental enforcement actions, unresolved DEP vendor complaints, outstanding debt to the state or political subdivisions, and delinquencies in workers' compensation or unemployment compensation. The engineering estimate for the project totals $279,045 for both sites, and Davis-Bacon wage rate compliance is required as the work is federally funded in whole or in part. All materials and workmanship are subject to a one-year warranty period from the date of final acceptance, and contractors must submit as-built drawings certified by a West Virginia Registered Professional Engineer upon project completion. No incumbent vendor information or set-aside designations for disadvantaged enterprises are specified in the solicitation documents. Inquiries regarding the solicitation should be directed to Linda L. Stanley, buyer, at (304) 414-1144 or linda.l.stanley@wv.gov.
