About this file
This is Addendum 2 to an Agency Request for Quote (ARFQ DEP24-61) issued by the West Virginia Department of Environmental Protection for existing building upgrades at the Martinka Water Treatment Complex (Permit MAR1-2020) and F&M Coal Company site (Permit S-1073-86) located in Marion and Preston Counties, West Virginia. The project encompasses metal roof installation, gutter work, electrical upgrades including a new IP camera monitoring system and automatic garage door openers, rubber roof replacement, aluminum roof hatches, interior metal brace repairs, building repairs, shop improvements, LED lighting installation, wiring, and conduit work. The bid opening date has been extended to May 9, 2024. A pre-bid conference was conducted on-site on April 9, 2024. The addendum incorporates revised specifications, bid sheets, and drawings, along with responses to twenty questions and clarifications raised during the pre-bid conference and additional technical modifications to the project scope.
The engineering estimate for the project totals $279,045 for both sites. The project does not require Davis Bacon wages or certified payroll. Key clarifications include that contractors are responsible for determining the extent of Q-decking replacement (conservatively estimated at up to one-third of the roof), bar joist and metal cross-brace repairs as needed, color-matching paint for exterior walls, and providing sanitary facilities for construction crews. The IP camera monitoring system must be supplied and installed complete with remote viewing and recording capabilities, including onsite manufacturer training for WVDEP staff, with one-year warranty and technical support at no charge. The contractor is responsible for coordinating power shutoffs with WVDEP personnel and protecting electrical systems during roof replacement. All exterior seams and connections must be sealed and weatherproofed according to specifications.

Existing Building Upgrades
The following are questions that were identified at the Pre-Bid Conference (PBC) conducted on-site on April 9, 2024, Questions provided to WVDEP Procurement, Project Clarifications, Project
Notes, Project Changes, Technical Specification Changes, and Project Plan Changes. The answers and clarifications provided herein take precedence over verbal answers at the PBC and previously provided specifications and descriptions provided in the Solicitation should there be any conflicts between the two.
Q1. What is the engineering estimate for the project?
A1. The updated engineering estimate is $279,045 total for both sites.
Q2. Should the existing outside lights be mounted to the roof or masonry?
A2. Existing outside lights can be mounted to either the roof or masonry.
Q3. Cut off the ends of the bar joists and weld new metal to those?
A3. Yes.
Q4. Are there details for the repair to the bar joists?
A4. No, the Contractor shall be responsible for making the bar joist structurally sound.
Q5. How long can we turn the power off at the Pump Building?
A5. Power can be turned off for a day or two depending on weather conditions that would require the pumps in the building to be ran to lower pond water levels. The Contractor shall coordinate with WVDEP personnel on-site prior to power shut-off in order to ensure proper site treatment is maintained.
Q6. Will the pipes sticking out of the ground beside the Pump Building cause any problems when running the new drainpipe from the gutter to the ditch?
A6. The location of existing pipe should be noted and left intact with new pipe installed on top of or nearby.
Q7. Should the block used to replace the existing fan opening once the new fan is installed be repainted?
A7. The Contractor shall be responsible for color matching the paint from the existing building paint color and repainting that entire side of the building where the fan is installed using two coats of paint.
Q8. Are there restrooms on-site that construction crews could utilize during the project or is the
Contractor responsible for providing Porta Johns throughout the duration of the project?
A8. No, the Contractor is responsible for providing Sanitary Facilities for crew use. See
Special Provisions 0-3 Temporary Facilities and Utilities for more details.
Q9. To confirm, this project does not require Davis Bacon wages nor certified payroll, correct?
A9. Correct, this project does not require Davis Bacon Wages or certified payroll.
Q10. Is a project sign either temporary or permanent required for this project?
A10. No.
Q11. Technical Specification13-14 Painting mentions the painting of the interior of the building though the construction drawings do not mention painting of the interior. Can you clarify the painting scope of work?
A11. No interior painting is required; only painting of the exterior wall where the exhaust fan is located at the Martinka Control Building is required. This shall be paid under bid item
“Building Repairs” for the Pump Building. The metal roof of the shop at the F&M site must also be painted with a coat of primer and two top coats of paint; this shall be paid under bid item “Shop Improvements”.
Q12. What gauge is the new metal roofing and trim for the Control Building?
A12. 26-gauge.
Q13. Will galvanized steel lintels be required in the new exhaust fan opening for the Control
Building?
A13. Yes. See Sheet 05 Control Building Roof Plan View Detail Note #14 for exhaust fan details.
Q14. The Control Building exterior CMU walls are deteriorating in a couple places, will point and patching masonry in those areas be required?
A14. No. Masonry repair need only be done as needed if required during roof installation.
Q15. Will weather protection be required while the roof is removed and replaced on the Pump
Building?
A15. Yes, to protect the electrical panel and pumps inside.
Q16. Sheet 06 Pump Building Note #3 states the Q-Decking is to be replaced as needed. Should we bid the project to remove and replace all Q-Decking on the Pump House or can you provide an amount to bid?
A16. Q-decking replacement is on an as needed basis as the full extent of damage is unknown.
Replacement is required due to ongoing water leakage issues at the rear east side of the building and it is the responsibility of the Contractor to determine how much Q-decking must be replaced in order to restore structural integrity to the roof. Conservatively assume a maximum of a third of the Q-decking over the entire roof needs replaced.
Q17. What gauge is the Q-Decking on the Pump House?
A17. The gauge is currently unknown and must be determined by the Contractor during construction.
Q18. Can the existing rocks on the roof of the Pump House be disposed of onsite within 200 feet of the building?
A18. Yes.
Q19. Can you provide a detail/supplementary drawing for the Bar Joist/Metal Cross Brace
Repairs as per Sheet 06 Pump Building Note #7?
A19. No, the extent of the damage is currently unknown and is the responsibility of the
Contractor to determine and repair as needed to restore structural stability.
Q20. Are the Pump Building Bar Joist/Metal Cross Braces to be primed and painted after repairs?
A20. No.
Q21. Will galvanized steel lintels be required in the heating and cooling unit opening for the
F&M Existing Shop Upgrades?
A21. No as this will be installed in a building with sheet metal siding. However, some simple framing will likely be required on the interior of the building around the unit for support.
All exterior seams are to be sealed. See Technical Specification 11-36 Air Conditioner-
Electric Heater Unit for more details.
