About this opportunity
The City of Alexandria, Virginia is requesting proposals for an Organizational Assessment and Integration Study (RFP 2030) under a Request for Proposals, with proposals due August 7, 2026.
The scope addresses organizational restructuring following the integration of the Department of Project Implementation into the Department of Transportation and Environmental Services. The City seeks a comprehensive assessment of two divisions — Project Implementation (28 positions managing capital infrastructure projects) and Administrative Services (11 positions providing budget, finance, grants, safety, human resources, and information technology support). Deliverables include a written report with findings and recommendations, proposed organizational charts and functional alignment models, and a phased implementation strategy. The project period is four to six months from notice to proceed, with a maximum performance window of 150 calendar days. The contractor must submit a baseline schedule within 30 days of notice to proceed and provide monthly progress reports.
Proposers must demonstrate substantial experience conducting organizational assessments, culture audits, or workforce assessments in public-sector or similarly complex operational environments. The City strongly prefers experience in unionized organizations, labor-intensive operations, and public works or solid waste environments, with expertise in organizational development, employee engagement, labor-management relations, leadership assessment, and change management. Offerors claiming Small, Women, or Minority-owned (SWaM) business status must provide Virginia SWaM certification documentation. At least three references documenting work of similar size and scope are required with current contact information.
Evaluation weights 100 points total: Qualifications and Experience of the Firm (25 points), Similar Project Experience (15 points), Project Understanding and Approach (25 points), and Total Proposal Price (35 points). Proposals must be submitted electronically through Euna Sourcing & Contracting; paper and hand-delivered submissions are not accepted. The award decision is anticipated within 120 calendar days from the proposal due date. The point of contact is Tony Esse (Tony.esse@alexandriava.gov).
