The City requires expertise in organizational development, employee engagement, labor-management relations, leadership assessment, and change management.
Offerors must be registered vendors and, if claiming Small, Women, or Minority-owned (SWaM) business status, must provide Virginia SWaM certification documentation. Proposals are accepted within one hundred twenty (120) calendar days from the proposal due date specified in Part A of the RFP. The City assumes no liability for costs incurred by any offeror in proposal preparation or submission. Late proposals will not be accepted. Offerors must demonstrate adequate experience, facilities, manpower, and financial capacity to perform the work and must provide references as specified in the Reference Sheet (Part G, Attachment E).
