The Department anticipates project completion within four to six months from the notice to proceed, with a maximum performance period of 150 calendar days from purchase order issuance.

The contractor must provide a baseline schedule within 30 calendar days after notice to proceed and submit monthly progress reports detailing percent complete, work performed, planned work, and any schedule impacts. The RFP requires consultant experience with organizational assessments, operational reviews, and integration efforts for local governments or similarly complex public sector organizations, with strong preference for change management, organizational design, and operational efficiency expertise. No pricing terms, set-asides, incumbent information, or specific funding amounts are detailed in this scope of work document.
