Offerors must submit proposals electronically through Euna Sourcing & Contracting by the deadline specified in Part A of the solicitation documents. All proposals must be submitted with complete documentation, including signed attachments, certifications, and licenses. The City will not accept proposals submitted by mail or hand delivery. Qualified consultants should demonstrate substantial experience conducting organizational assessments, culture audits, or workforce assessments in public-sector environments, with preferred experience in unionized organizations, labor-intensive operations, and public works or solid waste environments. Key personnel must possess expertise in organizational development, employee engagement, labor-management relations, leadership assessment, and change management. References are required with submission, and the City assumes no liability for any costs incurred by offerors in proposal preparation or participation in discussions regarding the solicitation.
