About this opportunity

Orange County, Florida is soliciting proposals for an Electronic Mail Delivery System for Inmates through Request for Proposals (RFP) Y22-1010, seeking a comprehensive inmate communication system for the Orange County Corrections Department. The procurement requires a contractor to provide secure tablets, kiosks, electronic mail processing, and related services, with a minimum of one secure tablet per five inmates capable of handling 100% of the inmate population. The selected vendor must supply all necessary equipment, software, maintenance, and support for system installation and operation, with no direct cost to the county. The contract will be structured as a fee-based arrangement where the contractor pays a monthly commission based on gross revenue generated from inmate service usage. Key system requirements include network isolation, content filtering, multilingual options, comprehensive reporting capabilities, and support for services such as grievance submissions, medical requests, law library access, educational content, and entertainment options. A mandatory pre-proposal conference was scheduled for July 21, 2022, at the Orange County Corrections Department, with sealed electronic proposals due by 4:00 pm EST on August 18, 2022, through the OpenGov e-Procurement Platform.

The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The contract is structured for a five-year term with potential for two one-year renewals, and the vendor will be responsible for all system costs including hardware, software, installation, training, and ongoing technical support. While no incumbent vendor is specified, the county has detailed enterprise security standards that potential contractors must meet, including yearly penetration testing, field-level data encryption, and strict information security protocols. Vendors must comply with Orange County IT Standards, which specify authorized hardware and software configurations and require comprehensive security measures. The system will generate revenue through inmate service fees, with the county maintaining discretion over pricing and feature activation. Although a specific budget range is not provided, the contract's revenue-sharing model suggests the potential for significant financial opportunities for the selected vendor based on service utilization and inmate population.
