About this opportunity
The State of Maine, Division of Purchases is requesting bids for open shelf filing supplies to support court operations in 2010, with bids due August 9, 2010. The solicitation covers pre-labeled and unlabeled folders with fasteners, year and case-type labels, color-coded mylar tab protectors, outguides, charge-out pads, numeric labels, docket binders, and A-Z indexes across multiple case categories and court locations.
Bidders must submit separate unit prices for each item using prescribed forms or electronic submission to the Division of Purchases, Room 119, 9 State House Station, Augusta, Maine by the opening deadline; late bids will not be considered. The state will award on an item-by-item or group basis at its discretion to the lowest responsible bidder offering best value, evaluated on quality, specification conformity, delivery date, and ultimate cost. All transportation charges must be prepaid by the contractor unless otherwise specified. Bidders should specify terms and cash discounts; discounts under 20 days are not considered in awards. The state is exempt from sales and use taxes and excludes them from bid analysis. Tie bids are resolved in favor of in-state bidders or those offering Maine-manufactured commodities.
The filing supplies must comply with standardized color-coding requirements for case types: blue for Civil, purple for Family Matters, orange for Special Actions, green for Real Estate, yellow for Small Claims, pink for Appeals, red for Criminal, brown for Juvenile, and gray for Administrative Removals, among other designations. Contractors must furnish items exactly as specified; deviations may result in rejection. The state reserves the right to reject any or all bids and to increase or decrease quantities by up to 10%. Contractors are not liable for delays caused by strikes, fires, acts of God, or causes beyond reasonable control.
