About this opportunity
Jackson County, Missouri is issuing a Request for Proposal (RFP) for Other Post-Employment Benefits (OPEB) actuarial valuation services to qualified professional actuarial firms. The County seeks comprehensive actuarial valuations compliant with Governmental Accounting Standards Board Statement No. 75 (GASB 75) for three fiscal years ending December 31, 2025, 2026, and 2027, with corresponding valuation dates of January 1, 2026, 2027, and 2028. Required deliverables include annual full GASB 75-compliant actuarial reports with the first report due by April 24, 2026, and subsequent annual reports due by April 15. The scope covers valuation services for the County's single-employer, pay-as-you-go OPEB plan serving 1,551 total participants (1,543 active employees and 8 retirees) across five health plans offered through Blue Cross Blue Shield of Kansas City. Respondents must submit all-inclusive, fixed-price proposals through the Bonfire Portal at https://jacksongov.bonefirehub.com that include a cover letter, organizational description, relevant experience, staff qualifications with resumes, a sample GASB 75-compliant report, detailed project approach with methodology and milestones, three references from similar government entities, and pricing. The Evaluation Committee will assess proposals on responsiveness (5 points), experience (20 points), staff qualifications (15 points), references (5 points), project approach (20 points), and pricing (30 points). The RFP was issued February 17, 2026, with a question deadline of February 24, 2026, a revised proposal deadline of March 16, 2026 at 2:00 PM CDT, and an estimated contract award date of March 27, 2026. The contract term is twelve months with options to extend for two additional twelve-month periods. All respondents must comply with insurance requirements including Commercial General Liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, Commercial Automobile Liability of $1,000,000 combined single limits, Workers Compensation at statutory levels, and Excess/Umbrella Liability coverage of $1,000,000 per occurrence and aggregate with $10,000 retention.
Jackson County has not identified any set-aside designations but permits vendors to claim Minority-Owned Business (MBE), Woman-Owned Business (WBE), or Small Business status with supporting certification documentation. All respondents must obtain a Certificate of Compliance from the Jackson County Compliance Review Office, with applications required five business days before the bid response deadline. Per Missouri Sunshine Law, respondents' entire proposals, pricing, methodologies, experience information, and product specifications are not considered confidential and will be available for public review after contract award. The incumbent provider, Lewis & Ellis, Inc., has provided OPEB actuarial valuation services since the inception of GASB 75 and is expected to submit a proposal for contract renewal. If respondents are not located within the eight-county Greater Kansas City Metropolitan Area (Cass, Clay, Jackson, Lafayette, Platte, and Ray counties in Missouri; Johnson and Wyandotte counties in Kansas), documentation detailing the company's capability to perform the work must be submitted. The anticipated contract budget is $8,000 annually, representing an increase from the current fee of $7,000 per year; this equates to an estimated total contract value of $24,000 for the initial three-year term without extensions. The successful respondent must submit a Certificate of Insurance within ten business days of award notification and a completed IRS W-9 Form prior to commencing work.
