About this file

This is an Addendum to an Invitation to Bid (ITB 26-004) issued by the Kansas City, Missouri Purchasing Department for Other Post-Employment Benefits (OPEB) actuarial valuation services. The County seeks an actuarial firm to provide annual full GASB 75 compliant actuarial valuations and reports for its single-employer, pay-as-you-go OPEB plan. The scope requires delivery of the final actuarial report by April 24, 2026, with future annual reports due by April 15. No onsite consulting, meetings, or presentations are required, though meetings can be conducted via Microsoft TEAMS if necessary. The intent to bid deadline is March 3, 2026, with the final proposal submission deadline of 2:00 p.m. CDT on March 16, 2026. Respondents must provide completed forms including an Affidavit, Certificate of Compliance, Exhibit F Bidders Exceptions, Statement of Qualifications, two dedicated email addresses, and Greater Kansas City Metro Area information.

The anticipated contract budget is $8,000 annually, an increase from the current fee of $7,000 per year. The incumbent provider, Lewis & Ellis, Inc., has provided these services since the inception of GASB 75 and is expected to submit a new proposal. The County operates a pay-as-you-go OPEB plan with no trust established and does not obtain interim valuation reports; annual full valuations are completed instead. All work must be performed within the eight-county Greater Kansas City Metropolitan Area (Cass, Clay, Jackson, Lafayette, Platte, and Ray counties in Missouri; Johnson and Wyandotte counties in Kansas). If the respondent is not located within this defined area, documentation detailing the company's capability to perform the work must be submitted. Award will be based on weighted evaluation criteria, consistent with the methodology used for the previous contract award.
