About this opportunity
The Maryland Motor Vehicle Administration is requesting bids on on-site secure document and media destruction services at statewide MVA locations under IFB V-MUL-26041-M, with bids due July 30, 2026 at 2:00 p.m. This is a Small Business Reserve procurement, though all mandatory qualifications apply without exception. Current NAID AAA certification is required; bidders must submit their most recent scheduled and unannounced audit reports as proof of qualification.
The scope encompasses 24 MVA branch locations throughout Maryland plus the Glen Burnie headquarters campus, with scheduled pick-ups ranging from 7 to 18 times annually depending on location and container quantities from 1 to 6 per pick-up. Glen Burnie includes scheduled on-site document destruction (85 containers, 52 annual pick-ups), media destruction services (2 containers, 3 annual pick-ups), and an annual Earth Day event. Bidders need not bid all locations but must bid all line items within each location selected. The contract term is five years with pricing submitted on a per-container basis for each year, plus a $1,000 per-location allowance for purge pick-ups.
Effective Addendum No. 2 (July 16, 2026), the prior requirement for a NAID Certified Secure Destruction Specialist (CSDS) on the management team has been replaced. Bidders must now designate individuals as both an i-SIGMA Certification Compliance Officer (ICCO) and a Data Privacy Officer (DPO) with current and valid certifications at bid submission, and provide documentation demonstrating these designations.
The MVA is the procurement officer. Contractors must comply with Maryland Department of Transportation General Conditions for Maintenance Contracts (including fidelity bond and comprehensive insurance requirements), Maryland prevailing wage laws, federal OSHA standards, the Buy American Steel Act, and the Environmental Compliance Handbook for waste handling, materials management, and lead and asbestos protocols. Liquidated damages apply for environmental non-compliance. Questions and contact: Mennah Gargard at mgargard1@mdot.maryland.gov or 410.787.7792.
