About this file
This is Addendum No. 1 to an Invitation for Bid (IFB) issued by the Maryland Motor Vehicle Administration (MVA) for on-site secure document and media destruction services at statewide MVA locations under Solicitation No. V-MUL-26016-M. The addendum, effective July 10, 2026, modifies the original specifications to include media destruction services and an Annual Earth Day Event for the Glen Burnie location, which has been relocated to Worksheet B of the revised Bid Form. The addendum clarifies that media destruction services are required only at the Glen Burnie location, allowing bidders to submit bids for locations not requiring media destruction without providing media destruction pricing. Bidders must use only the revised Attachment B Bid Form issued with this addendum; submission of previous versions will result in bids being deemed non-responsive.
The addendum addresses three critical questions from potential bidders regarding bid flexibility and certification requirements. The MVA confirmed that bidders are not required to bid on every location but clarified that all mandatory requirements remain unchanged, including NAID Certification and the requirement for a NAID Certified Secure Destruction Specialist (CSDS) on the management team. No exceptions or waivers to these requirements are available, even for small businesses or for the shred event component of the contract. The solicitation is designated as a Small Business Reserve procurement; however, compliance with all mandatory requirements, including NAID Certification and CSDS qualifications, is mandatory for bid responsiveness and contract award consideration.

V-MUL-26041-M
ADDENDUM NO. 1
MARYLAND MOTOR VEHICLE ADMINISTRATION
CONTRACT NO. V-MUL-26016-M
ON-SITE SECURE DOCUMENT AND MEDIA DESTRUCTION SERVICES
FOR STATEWIDE MARYLAND MOTOR VEHICLE ADMINISTRATION LOCATIONS
July 10, 2026
This Addendum is hereby made part of the contract resulting from Solicitation No. V-MUL-26016-M and is issued to modify, clarify, or correct the original specifications, as well as address other relevant changes. All bidders are presumed to have full knowledge of the contents of this Addendum and shall incorporate it into their bid submissions.
I. The following changes/updates are made to the IFB:
1. Revised Attachment B. Bid Form: Attachment B. Bid Form has been revised to include media destruction services and the Annual Earth Day Event for the Glen Burnie location. In addition, the Glen Burnie location has been moved to Worksheet B of the Bid Form.
Only the revised Attachment B. Bid Form issued with this addendum will be accepted.
Submission of a previous version of the Bid Form will result in the bid being deemed non-responsive.
II. Questions and Answers
Question 1
Paper Shredding vs Media Destruction:
May we submit a bid for the on-site paper destruction services only? In other words, is it permissible to provide paper shredding services without also providing media destruction? We understand that bidders are not required to bid on every location.
Response: Media destruction services are only required for the Glen Burnie location. Bidders may submit bids for one or more locations that do not require media destruction without submitting pricing for media destruction services.
Question 2
NAID Certification:
We understand that this procurement is designated as a Small Business Reserve solicitation; however, the IFB also requires NAID Certification and a NAID Certified Secure Destruction Specialist (CSDS) on the management team. Our company follows secure on-site destruction practices and meets the operational standards required to perform these services. However, as a small local business, we have not obtained formal NAID Certification due to the significant cost of certification and ongoing renewal requirements.
Given the Small Business Reserve designation, would the MVA consider an exception to the NAID
Certification and CSDS requirements? We would welcome the opportunity to compete for this work and would be pleased to submit our pricing if such an accommodation is available.
Response: No. The solicitation requirements remain unchanged. Bidders must meet all mandatory requirements of the IFB, including the NAID Certification and Certified Secure Destruction Specialist
(CSDS) requirements, in order to be considered responsive..

Question 3
Shred Event:
If NAID Certification remains a requirement for the regular on-site shredding services, could that requirement be waived for the shred event portion of the contract? If so, would we be permitted to submit a bid solely for the shred event service?
Response: No. The solicitation requirements remain unchanged. The NAID Certification and
Certified Secure Destruction Specialist (CSDS) requirements apply to all services requiring those qualifications under the IFB, including the shred event. Bidders must meet all mandatory solicitation requirements to be considered for award.
The undersigned acknowledges receipt of Addendum No. 1, dated July 10, 2026, to the Maryland
Motor Vehicle Administration Solicitation No. V-MUL-26041-M, and confirms that it will be incorporated into all copies of the specifications in their possession.
