About this opportunity
The City of Orlando's Community Redevelopment Agency (CRA) issued Request for Proposal RFP26-0251 on February 18, 2026, soliciting qualified firms to provide on-demand, non-fixed-route electric shuttle services within the geofenced Downtown Orlando CRA area. The procurement seeks a contractor to operate a fleet of electric or hybrid vehicles with a minimum of five vehicles (including one ADA-accessible vehicle) scalable to ten vehicles, equipped with mobile applications, real-time vehicle tracking, and accessible customer support. Key deliverables include driver screening with background checks and drug testing, full vehicle wrapping with CRA branding, charging infrastructure on private property, and comprehensive monthly, quarterly, and annual operational reporting. Services must operate daily with two vehicles from 8 a.m. to 8 p.m. and three additional vehicles from 10 a.m. to 10 p.m., excluding only New Year's Day, Thanksgiving Day, and Christmas Day. The evaluation criteria are weighted as follows: Qualifications and Experience (25%), Price Proposal (38%), Proposer Capabilities (15%), Approach and Methodology (10%), Technical and Operational Capability (10%), and Veteran Business Enterprise participation (2%). The non-mandatory pre-proposal conference is scheduled for March 3, 2026 at 1:00 p.m., with written questions due by March 16, 2026 at 5:00 p.m. and proposals due by March 26, 2026 at 2:00 p.m., submitted electronically through the City's e-Procurement Portal.
Compensation is structured as a fixed hourly rate per vehicle for up to five simultaneous vehicles, with anticipated decreasing rates as operations scale to ten vehicles, and the contractor is required to collect $1 per-ride fares and remit 100% of Net Fare Revenue (gross ridership revenue less collection and processing costs) monthly to the CRA. All costs including labor, materials, equipment, travel, and expenses must be included in the proposed hourly rate with no additional fees permitted. The contract includes a Living Wage Policy requiring minimum payment of $15.00 per hour to all employees providing services. Required insurance includes Workers' Compensation, Comprehensive Automobile Liability with $1,000,000 combined single limits, and Commercial General Liability with $1,000,000 combined single limits, with the City listed as additional insured. The contract term is three years with two optional twelve-month renewal periods for a cumulative maximum of sixty months, and liquidated damages of $250 per day apply for delays beyond the specified completion date. No incumbent contractor information, set-aside designations for disadvantaged enterprises, or specific budget ranges are identified in the procurement documents; however, Veteran Business Enterprise participation is considered as a 2% evaluation criterion.
