On-Demand Transportation Services RFP26-0251
This Request for Proposal (RFP) is issued by the City of Orlando Procurement and Contracts Division on behalf of the Community Redevelopment Agency (CRA) to solicit qualified firms to provide on-demand, non-fixed-route electric shuttle services within the Downtown Orlando CRA area. The CRA seeks a contractor to operate a fleet of electric or hybrid vehicles with a minimum of five vehicles (including one ADA-accessible vehicle) scalable to ten vehicles, equipped with mobile applications, real-time vehicle tracking, and accessible customer support. Services must include driver screening with background checks, drug testing, and training; full vehicle wrapping with CRA branding; charging infrastructure on private property; and comprehensive reporting capabilities including monthly, quarterly, and annual operational metrics. The service shall operate daily with 2 vehicles from 8 am to 8 pm and 3 additional vehicles from 10 am to 10 pm, with service excluded only on New Year's Day, Thanksgiving Day, and Christmas Day. The non-mandatory pre-proposal conference is scheduled for March 3, 2026 at 1:00 pm, with questions due by March 16, 2026 at 5:00 pm and proposals due March 26, 2026 by 2:00 pm. The contract term is three years with potential for two additional twelve-month renewal periods up to a cumulative total of sixty months.
Compensation is structured as a fixed hourly rate per vehicle for up to five simultaneous vehicles, with anticipated decreasing rates per vehicle as operations scale to ten vehicles. The contractor collects ridership fares at $1 per ride and credits the CRA monthly with 100% of Net Fare Revenue (gross ridership revenue less collection and processing costs including taxes and credit card fees). All costs including labor, materials, equipment, travel, and expenses are included in the proposed hourly rate with no additional fees permitted. The RFP specifies insurance requirements including Workers' Compensation, Comprehensive Automobile Liability ($1,000,000 combined single limit), and Commercial General Liability ($1,000,000 combined single limit), with the City listed as additional insured. The evaluation criteria weightings are: Qualifications and Experience (25%), Price Proposal (38%), Proposer Capabilities (15%), Approach and Methodology (10%), Technical and Operational Capability (10%), and Veteran Business Enterprise participation (2%). A Living Wage Policy requiring payment of no less than $15.00 per hour applies to all employees providing services under this contract. Proposals must be submitted electronically through the City's e-Procurement Portal with all required certifications, financial statements, references, and supporting documentation.
