About this opportunity
West Basin Municipal Water District is requesting proposals for on-campus water education assemblies for the 2026-2027 school year, with proposals due October 13, 2026, at 2:00 p.m. and a question deadline of October 6. The District encourages participation from Small Business Enterprises, Local Business Enterprises, and Veteran Owned Business Enterprises, offering up to 10 additional evaluation points for qualifying SBE or LBE prime consultants, with additional points available for disabled veterans.
The scope requires the respondent to plan and implement up to 24 interactive, age-appropriate water education assemblies targeting upper elementary students (grades 3–5) within West Basin's service area in the coastal Los Angeles area, with curriculum development and approval anticipated by January 2027 and program rollout continuing through June 2027. Content must address California water resources, water conservation, and water stewardship. The respondent must coordinate scheduling with teachers and school administration, maintain a shared spreadsheet with booking information, develop and obtain approval for marketing materials, and manage the Water Star Kit program—picking up 2,400 kits from the Edward C. Little Water Recycling Facility in El Segundo and transporting them to schools. Each kit contains a cinch backpack, shower timer, toilet displacement bag, and paper collateral. The respondent must provide a detailed end-of-year report within 30 days of the final assembly. Cost proposals must incorporate project administration, participation data collection and reporting, planning, employee benefits and salary, travel time, and vehicle and fuel costs.
The contract term is one year. Evaluation criteria include proposal completeness and quality, respondent qualifications and experience, professional qualifications of key personnel, technical approach and methodology, references, price, and insurance compliance. Candidate interviews and presentations are scheduled for the weeks of November 2 and November 9, 2026, with notice of recommended award expected the week of November 16. Prior to work commencement, the selected respondent must provide evidence of Commercial General Liability ($2,000,000 per occurrence), Business Automobile Liability ($2,000,000), and Workers' Compensation ($1,000,000) coverage. West Basin retains the right to alter curriculum and scheduling based on feedback from local partners and educators, and reserves the right to reject any or all proposals, negotiate final contract terms, or award to multiple respondents.
