The selected consultant will be responsible for ensuring compliance with California Prevailing Wage laws, the Davis-Bacon Act, and local hiring ordinances through tasks such as verifying workforce classifications, confirming prevailing wage payments, reviewing certified payroll reports, conducting on-site worker interviews, and monitoring apprenticeship requirements. The procurement involves a three-year agreement with potential two one-year extensions, with proposals due on November 15, 2023, at 3:00 p.m. Pacific Standard Time through the city's eProcurement portal. Evaluation criteria will assess proposals across five categories: Adherence to RFP Requirements (5%), Firm Background Information (25%), Firm Qualifications, Expertise, and Experience (25%), Time Commitment and Availability (25%), and References (20%). Proposers must demonstrate comprehensive expertise in labor compliance monitoring and submit detailed documentation of their capabilities.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The consultant will be required to maintain professional liability insurance of $2,000,000 per occurrence, commercial general liability insurance of $1,000,000 per occurrence, and workers' compensation insurance. While the specific contract value is not directly stated, the scope suggests a potentially significant engagement covering multiple city departments and varying project complexities. The contract will support projects funded through State and Federal grants and loans, indicating potential for substantial monitoring work across different capital investment initiatives. The geographic scope includes Santa Cruz County and San Francisco City, suggesting potential for broad project coverage. Proposers will need to demonstrate robust capabilities in labor compliance monitoring, with a focus on precise documentation, thorough verification processes, and comprehensive understanding of prevailing wage regulations and local hiring requirements.
