About this opportunity

The Kenton County Airport Board (KCAB) is soliciting sealed bids for on-call, as-needed pump repair and replacement services for the environmental systems at Cincinnati/Northern Kentucky International Airport (CVG). The scope of services encompasses repair and replacement of submersible and non-submersible pumps ranging from 3 to 150 horsepower, primarily Flygt and Ebara models, that convey spent aircraft deicing fluid and glycol-laden stormwater to the airport's Stormwater Treatment Plant. Deliverables include pump removal, repair, replacement, pickup and delivery services, confined space entry work when necessary, pump teardown with written reports, and on-site or classroom training for KCAB personnel covering mechanical components, electrical systems, troubleshooting, and pump dynamics. Qualified contractors must demonstrate a minimum of five years of hands-on experience with Flygt and/or Ebara pumps, maintain a written OSHA-compliant safety program with documented confined space entry and lockout/tagout procedures, possess the capability to source OEM or OEM-approved parts, and have field capabilities including portable lifting equipment and access tools. Pricing must be firm fixed for the two-year initial term and include separate hourly rates for service during normal working hours (7:00 a.m. to 5:00 p.m., Monday through Friday), hourly rates for service outside normal working hours, hourly rates for confined space work during normal hours, flat rates for pump pickup and delivery, a percentage markup for contractor-supplied parts and equipment, and hourly and daily rates for training services. Questions must be submitted by 11:59 p.m. on Tuesday, March 24, 2026, with answers posted by 11:59 p.m. on Thursday, March 26, 2026; sealed bids must be received electronically through KCAB's OpenGov procurement portal by 2:00 p.m. Eastern Time on Thursday, April 2, 2026, with contract implementation anticipated for May 1, 2026. The initial contract term is two years, with KCAB retaining the option to renew for three additional one-year terms provided renewal pricing does not exceed the prior year's price plus five percent or the Consumer Price Index year-over-year increase, whichever is less.

Kentucky resident bidder preference applies to this procurement in accordance with state law, and KCAB affirms its commitment to ensuring disadvantaged business enterprises receive full and fair opportunity to submit bids without discrimination based on race, color, or national origin under Title VI of the Civil Rights Act of 1964. The identified bidders list includes five pre-qualified contractors: Buckeye Pumps (Galion, Ohio), Debra-Kuempel, Inc. (Cincinnati, Ohio), Triton Services, Inc. (Mason, Ohio), Trivaco (Hebron, Kentucky), and Xylem Water Solutions USA, Inc. (Milford, Ohio), though the procurement remains open to qualified non-listed bidders. All field personnel must obtain airport badges at the contractor's expense ($44.00 per badge), with additional fees for lost badges. Contractors must maintain comprehensive insurance coverage, including Commercial General Liability of at least $2,000,000 per occurrence (or $10,000,000 if performing work on aircraft ramps, taxiways, or runways) and Commercial Automobile Liability of at least $2,000,000 per accident, with KCAB named as an additional insured. Compensation is provided on a time and materials basis not to exceed a maximum amount to be specified by KCAB, with invoices due within thirty days of submission and payment due within thirty days of invoice receipt. This is a locally-funded project with no federal-aid involvement, and the award will be made to the lowest responsive and responsible bidder; KCAB reserves the right to waive informalities, reject any or all bids, make multiple awards, and negotiate with the apparent qualified responsible proposer as deemed beneficial.
