The scope of services includes repair or replacement of submersible and non-submersible pumps ranging from 3 horsepower to 150 horsepower, primarily Flygt and Ebara models, that convey spent aircraft deicing fluid and glycol-laden stormwater to the airport's Stormwater Treatment Plant. Services required encompass pump removal, repair, replacement, pickup and delivery, confined space entry when necessary, teardown reporting, and on-site or classroom training for KCAB personnel covering mechanical components, electrical systems, troubleshooting, pump dynamics, and hands-on demonstrations. The deadline for bid questions is 11:59 p.m. on March 24, 2026, with answers posted by 11:59 p.m. on March 26, 2026. Sealed bids must be received electronically through KCAB's OpenGov procurement portal no later than 2:00 p.m. Eastern Time on Thursday, April 2, 2026. The anticipated contract implementation date is May 1, 2026. The initial contract term is two years, with KCAB retaining the option to renew for three additional one-year terms upon mutually agreeable terms, provided renewal pricing does not exceed the prior year's price plus 5 percent or the Consumer Price Index year-over-year increase, whichever is less.
Pricing must be firm fixed for the two-year initial term and submitted electronically with all-inclusive costs delivered FOB CVG. Bidders must provide separate hourly rates for normal working hours (7:00 a.m. to 5:00 p.m., Monday through Friday) and outside normal working hours, a separate hourly rate for confined space work during normal hours, flat rates for pump pickup and delivery, a percentage markup for parts and equipment supplied, and hourly and daily rates for training services. Minimum qualifications require five years of hands-on experience with Flygt and/or Ebara pumps, a written OSHA-compliant safety program with documented confined space entry and lock-out/tag-out plans, ability to source OEM or OEM-approved parts, and field capabilities including portable lifting equipment and access tools. Badging is required for all field personnel at the contractor's expense ($44.00 per badge), and contractors are responsible for all badges and keys issued. This is a locally-funded project with invoicing on a monthly basis for work performed and payment within 30 days. The Commonwealth of Kentucky preference for resident bidders applies per Kentucky law, and the procurement includes Title VI Civil Rights Act compliance provisions ensuring disadvantaged business enterprises are afforded full opportunity without discrimination. Bidders must submit required documentation including safety qualifications, warranty documentation, certificate of insurance, exceptions to the contract, and identification of the authorized signatory with full legal authority to bind the proposer.

2.3. BACKGROUND
The Environmental Operations Department operates and maintains the environmental systems at
CVG. As part of the environmental system, there are numerous pumpstations designed to convey glycol laden stormwater captured from storm drains on the pavement and drains in the grassy islands to a Stormwater Treatment Plant (“SWTP”). In addition to glycol laden stormwater, Spent Aircraft
Deicing Fluid ("SADF") from aircraft deicing activities are also captured at deice pads. The SADF that is captured on the deice pads are conveyed to storage tanks prior to being sent to the SWTP. From time to time, the pumps need to be repaired or replaced due to failure of internal components. The pump stations mentioned above utilize various sizes and models pumps. Most of the pumps in the environmental system are Flygt pumps, however, Environmental Operations does use a few Ebara pumps. The pumps range in size from 3 hp up to 150 hp.
