About this opportunity

Tuolumne County, California is requesting qualifications for on-call Architectural and Engineering Services under an RFQ closing August 31, 2026, with intent to pre-qualify and award up to four firms, with anticipated contract award September 11, 2026. Cost is not a scoring factor; firms are evaluated solely on qualifications and past performance.

Scope includes engineering disciplines (structural, mechanical, electrical, plumbing, civil, traffic), architectural design, cost estimating, landscape architecture, surveying, CASP certification, SWPPP services, accessibility evaluations, historic preservation compliance, building code analysis, energy efficiency improvements, permitting coordination, and construction administration. Projects span new construction, building remodels and renovations, repairs and improvements, accessibility upgrades, building system upgrades, and resilient infrastructure including Community Development Block Grant (CDBG)+ funded work. Consultants must be familiar with and experienced in applicable State and Federal requirements and procedures associated with federally funded projects. Work performed becomes County property upon completion.

Maximum contract value is $250,000 per consultant over the possible five-year term—three initial years plus two optional one-year extensions. No guaranteed minimum work is stated. Task Orders are assigned on an as-needed basis. Compensation is based on approved hourly rates for named personnel and job classifications; rates are non-adjustable for the performance period. Prevailing wage requirements apply under California law.

Evaluation is weighted as follows: firm reputation and experience (30 points), demonstrated past performance regarding quality (20 points), demonstrated past performance regarding budget and schedule (20 points), project approach (20 points), and project manager qualifications and experience (10 points). Proposals must include company information, personnel descriptions with California professional licenses, minimum three references from the past five years, and disclosure of any business relationships with County officials. Consultants must maintain professional liability insurance of at least $2,000,000 per occurrence and register with the Department of Industrial Relations. Contracts are subject to termination by either party with 30 days' written notice or immediately for material breach, and funding is contingent on annual County budget appropriations.
