About this opportunity

The County of Orange Public Works Department, on behalf of the County of Orange and the Orange County Flood Control District, is requesting qualifications for Architect-Engineer structural engineering services on a task order contract basis, with responses due December 4, 2026 by 2:00 PM.

This is a pre-qualification solicitation establishing a Qualified Vendor List (QVL) for on-call structural engineering design, project administration, and construction phase services across County and District capital improvement and maintenance projects throughout Orange County. The scope encompasses existing-conditions investigations, structural assessments and analysis, design, construction documents, code and regulatory compliance support, cost estimating, peer reviews, bid support, and project closeout for new construction, additions, renovations, repairs, rehabilitations, seismic improvements, and adaptive reuse. Minimum qualifications include three years of California business experience, demonstrated work in Southern California comparable to the requested services, and valid professional engineering licenses in California. A minimum of five references is required, with at least three from public-sector entities comparable in size and scope to Orange County.

Evaluation is weighted as follows: Qualifications and Related Experience/Technical Expertise (40%), Key Personnel/Proposed Staffing (17.5%), Availability to Perform Services (25%), SOQ Organization/Completeness of Response (15%), and Degree of Compliance with County Model Contract (2.5%). Initial contract awards are for a three-year term, subject to Orange County Board of Supervisors approval. Firms qualified but not initially selected remain on the QVL for future consideration during the QVL effective period. Placement on the QVL does not guarantee contract awards, minimum dollar amounts, or specific work volume. Pricing and compensation information is not required in the Statement of Qualifications; cost and fee schedules will be requested upon identification of specific projects. The question period closes November 2, 2026 at 2:00 PM. Responses must be submitted electronically through the County's eProcurement Portal.

Opportunity text

The County of Orange (County), consisting of 22 agencies and departments, and the Orange County Flood Control District (District) deliver a broad range of services to the residents of Orange County. Services provided include public protection, public health, infrastructure maintenance, and community and social services. As the District relies on County staff to carry out its duties, the District will also be included as a party to any contract(s) resulting from this solicitation. It is the primary responsibility of the County's public works department (OC Public Works) to enrich the community through the efficient delivery and maintenance of public works infrastructure, planning, capital improvement, and development services.

OC Public Works intends to pre-qualify firms to provide Architect-Engineer (A-E) and A-E related services Countywide and District-wide for various maintenance and capital improvement projects. Through this Request for Qualifications (RFQ), the County and District will evaluate responding firms based on the qualifications and requirements established in this solicitation and will establish a Qualified Vendor List (QVL) consisting of firms determined to be qualified to perform the applicable A-E disciplines and services.

From the firms determined to be qualified and placed on the QVL, the County and District intend to select certain firms for initial contract awards, subject to approval by the Orange County Board of Supervisors, as applicable. Firms that are determined to be qualified but are not selected for an initial contract award will remain on the QVL and may be considered for future contracting opportunities during the effective period of the QVL, subject to County and/or District needs, available contracting capacity, applicable procurement requirements, and required approvals.

Placement on the QVL does not guarantee the award of a contract, task order, minimum dollar amount, or any specific volume of work. Likewise, the award of a contract does not guarantee that any particular amount of work will be assigned. The County and District reserve the right, at their sole discretion and in accordance with applicable County policies and procedures, to make multiple contract awards and to utilize qualified firms from the QVL as future needs arise.

Contracts awarded as a result of this RFQ process shall have a maximum term of three (3) years. At the conclusion of the applicable contract and/or QVL period, the County and/or District may issue a new solicitation to establish a new QVL and provide firms an opportunity to compete for future A-E services.
