Scope includes existing-conditions investigations, structural assessments, structural analysis and design, code compliance support, cost estimating, peer reviews, and construction-phase services for projects involving new construction, additions, renovations, repairs, rehabilitation, seismic improvements, and adaptive reuse across the County and District.

Minimum qualifications require three years of business operations in California, similar work experience in Southern California, valid Professional Engineer licenses in California, and ability to conduct business in Orange County. Respondents must demonstrate at least ten years of discipline-specific experience and provide a minimum of five professional references, with at least three from public-sector entities comparable to the County within the past five years.

Evaluation is weighted as follows: Qualifications and Related Experience (40%), Key Personnel/Proposed Staffing (17.5%), Availability to Perform Services (25%), SOQ Organization/Completeness (15%), and Degree of Compliance with County Model Contract (2.5%). Respondents submitting exceptions to the County Model Contract will receive a score of zero for compliance criteria. Submissions require Campaign Contribution Disclosure Forms, proof of D-U-N-S and UEI numbers, Certificates of Insurance, and Non-Collusion Declarations as mandatory responsiveness requirements.
