About this opportunity
The City of West Sacramento is requesting proposals for architectural and engineering design services to renovate locker room facilities at the West Sacramento Recreation Center, with proposals due December 4, 2026 at 2:00 p.m., and a mandatory pre-proposal meeting on October 23, 2026.
The scope encompasses design services for three locker room suites totaling approximately 3,378 square feet across three phases: Phase 1 (FY 26/27) addresses floor and wall finish replacement with plumbing fixtures, accessories, and lighting; Phase 2 (FY 27/28) addresses ventilation improvements; and Phase 3 (FY 28/29) involves locker and bench replacement. The consultant must provide complete design documentation through 95 percent design and final Plans, Specifications, and Estimates for all three phases. The existing conditions investigation must include destructive and non-destructive testing, structural and mechanical/electrical assessment, and preparation of an Existing Conditions Assessment Report. Design deliverables include 30 percent, 65 percent, and 95 percent design phases with three-dimensional renderings and finish alternatives analysis addressing resinous systems, epoxy, fiberglass-reinforced panels, or tile combinations. Permitting and construction support services are included in the base contract for Phase 1 only; Phase 2 and Phase 3 permitting and construction support will be authorized by written amendment. The recreation center must remain operational throughout construction with at least two of three locker room suites in service at all times. All deliverables shall be provided in electronic format including PDF, native AutoCAD and Revit files, Microsoft Word specifications, and high-resolution renderings, with two hard copy sets of final Plans, Specifications, and Estimates upon design completion. Coordination with the Division of the State Architect is required for permitting as a public recreation facility. Key personnel identified in the proposal must remain assigned without substitution without prior written City approval.
Proposers must demonstrate minimum five years of experience providing architectural and engineering design services to public agencies in California. The contract term is at the City's discretion for up to three years with options for two additional one-year extensions, for a potential total of five years. Professional Liability insurance of $1,000,000 per claim is required, along with Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Commercial Automobile Liability of $1,000,000 per accident, and Workers' Compensation per statutory requirements. The City will evaluate proposals on transmittal letter information (10 points), proposer qualifications and experience (20 points), proven ability to complete the scope (25 points), technical approach (15 points), acceptance of the City's standard contract (5 points), and cost proposal (20 points). Questions are due November 6, 2026, and prospective interviews are scheduled for December 10, 2026. Federal award requirements apply, including Davis-Bacon Act prevailing wage compliance if applicable and debarment certification for awards exceeding $25,000.
