About this opportunity
The State of Utah Division of Purchasing is requesting bids for construction of the Pelican Haven Wetland Restoration project at Ogden Bay Wildlife Management Area, with bids due August 10, 2026 and a mandatory pre-bid site visit on August 4, 2026 at 10:00 a.m. at Ogden Bay WMA Headquarters in Hooper. Vendors arriving late to the site visit are ineligible to bid. Award will be made to the lowest cost responsive and responsible vendor based on combined cost across all ten line items, with a single contract anticipated.
The scope encompasses mobilization, site preparation (clearing, grubbing, temporary access road construction, grading, demolition, and dewatering), and construction activities including installation of precast concrete water control structures with HDPE outlet piping, erosion control measures, compacted fill placement with 90 percent modified Proctor density per ASTM D698, filter fabric installation, gravel surfacing, rip rap slope protection, and site restoration elements. The levee requires approximately 5,274 cubic yards of compacted fill over approximately 37,660 linear feet with an 8-foot width and 3H:1V side slopes. Concrete must meet 4,000 PSI minimum compressive strength at 28 days. All materials and workmanship must conform to the International Building Code as amended by Utah and local agencies. The contractor is responsible for dewatering, utility identification and protection, Blue Stakes notification, and obtaining all necessary regulatory permits with minimum 48-hour approval prior to construction start. Contractors must independently verify all estimated quantities and adjust bids accordingly. All work must be completed by September 30, 2026, with pricing guaranteed through project completion.
Bid bond of 5% of the bid amount on AIA Document A310-2010 is required with submission. Upon award, the contractor must furnish performance and payment bonds on AIA Document A312-2010 within 14 calendar days, each in the amount equal to 100% of the awarded contract, from a surety authorized to do business in Utah and listed on US Department of Treasury Circular 570. Commercial general liability insurance of no less than $1 million per occurrence and $3 million aggregate, and commercial automobile liability insurance of $1 million per occurrence if vehicles are used, are required. The State retains thirty days to inspect work and may reject nonconforming deliverables at the contractor's expense. The contractor warrants all work for one year and must maintain project records for six years after final payment or until audit completion.
