About this file

This is an Attachment C assumptions and estimates document prepared by the State of Utah Division of Wildlife Resources for the Pelican Haven Wetland Restoration project at Ogden Bay WMA. The construction contractor will be responsible for supplying all necessary equipment, labor, personnel, and materials to complete the levee restoration work as described in the construction plans and technical specifications. The project involves the construction of a levee at Pelican Haven, calculated to require 5,274 cubic yards of compacted fill material, comprised of 1,405 cubic yards for the footprint and 3,869 cubic yards for the prism. The levee compacted fill is bid on a linear foot basis. A mandatory pre-bid site visit is scheduled for August 4, 2026, at 10:00 am at Ogden Bay WMA Headquarters in Hooper, Utah, and vendors arriving late will be ineligible to bid. All work must be completed by or before September 30, 2026. Award will be made to the lowest cost responsive and responsible vendor based on the combined cost of all ten line items.

The contractor must supply and install all water control structures, pipe and couplers, and gravel surfacing, with no materials to be provided by the owner. The compacted fill quantities provided are estimates calculated as a courtesy, and the contractor is required to verify these quantities independently and adjust bid quantities based on their own evaluation. The selected vendor must guarantee its pricing through project completion. This is an Invitation for Bid (IFB) anticipated to result in a single contract award to the lowest responsive and responsible bidder.
