About this opportunity
The Brazos River Authority (BRA) in the state of Texas is seeking proposals from qualified online learning providers to deliver off-the-shelf industrial maintenance e-learning content and training services. The BRA operates water and wastewater treatment plants, reservoirs, and other facilities located throughout the Brazos River Basin and requires training to enhance the knowledge, skills, and abilities of their maintenance workforce in troubleshooting, prevention, and repair of buildings, grounds, and equipment. The RFP outlines specific curriculum topics required, including mechanical, electrical, plumbing, welding, HVAC, and water/wastewater treatment maintenance. Proposals are due by 10:00 AM on Tuesday, August 20, 2024, and will be opened virtually the same day at 11:00 AM. The contract term is for one year, with four optional one-year renewal periods for a total potential term of five years. The BRA will evaluate proposals based on factors such as cost (25%), course offerings and customization, functionality, implementation and support, and professionalism, and may require demonstrations from finalists prior to selection.
The RFP does not indicate any set-aside designations or restrictions on the types of organizations that can respond. The current number of anticipated users is 30, but this may change. The BRA has not listed any incumbent vendors or current contractors, and the RFP does not provide any information about existing infrastructure or technology that requires integration. The RFP does not specify a budget range, but the pricing must include all labor, materials, tools, equipment, training, and support services necessary to provide the required e-learning content and training.
