About this opportunity

The City of Austin is requesting bids on OEM parts and repair services for Allison transmissions under IFB 7800 TJP1029, with bids due September 15, 2026, and a pre-offer meeting scheduled for August 25, 2026 at 11:00 a.m. CT via Microsoft Teams.

A local-business preference of up to 5% applies to vendors with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties). A small-business preference of up to 5% also applies to certified small businesses as defined by SBA size standards and recognized by the City of Austin. Both preferences may apply to entities qualifying as both local and small businesses. No M/WBE subcontracting goals apply; however, all subcontractors must comply with the City's M/WBE Procurement Program, with Good Faith Efforts required when using non-certified firms.

The scope covers non-warranty repair services and associated OEM parts for Allison transmissions on an as-needed basis, along with inventory parts. Category 1 includes labor rates (estimated 1,300 hours annually), round-trip pickup and delivery fees (60 trips annually), expedited service fees (20 instances annually), and parts discounts at Allison Manufacturer Suggested Retail Price. Category 2 encompasses 26 line items of frequently ordered transmission parts with estimated annual quantities ranging from two to nine units per item, plus Code Red expedited shipping and additional parts discounts. Total estimated annual spend is $10,272.50. The contractor must be authorized by the manufacturer to provide warranty repair services. Delivery terms are F.O.B. destination, prepaid via FedEx or UPS.

Prices must be fixed or unit-price, firm for 12 months. After the first 12 months, adjustments may be requested on the anniversary date, limited to Consumer Price Index changes for labor and parts, capped at 25% per line item. All employees and subcontractors must earn a minimum living wage of $22.05 per hour. Contractors must obtain insurance with minimum limits of $500,000 commercial general liability, $500,000 business automobile liability, and workers' compensation per Texas statute. The City reserves the right to make a single or multiple awards based on overall low cost or best value. Written questions are due September 2, 2026 at 5:00 p.m. CT. Contractors must comply with the City of Austin Wage Theft Ordinance and complete wage theft training within 30 days of contract award. Key personnel include John Villanueva as Contractor's Contract Manager and Tanisha Pappillion as City's Contract Administrator.
