About this opportunity

The Oregon Department of Veterans Affairs is requesting proposals for a Construction Manager/General Contractor (CM/GC) for the Roseburg Veterans Home, a 125,000–135,000 square-foot skilled nursing facility with 154 single beds on a 14-acre site in Roseburg, with proposals due November 19, 2026. The project delivery model emphasizes collaborative design, value engineering, and constructability review; early design and grant work are complete, with wetlands mitigation underway.

The scope encompasses four residential neighborhoods (Alpha, Bravo, Charlie, Delta) plus a community center, all single-story wood-frame Type V construction with full NFPA 13 sprinkler systems and 2-hour fire walls separating neighborhoods. The facility is modeled after ODVA's Lebanon Veterans Home and includes distributed small-house residential units with nursing stations, dining areas, kitchens, activity spaces, administrative offices, medical facilities, laundry, and support services. The design is currently at 35% Design Development and intentionally paused to incorporate the CM/GC partner before advancing to construction documents. Schematic design plans are complete across civil, architectural, structural, mechanical, electrical, plumbing, technology, food service, and landscape disciplines. The project must comply with 2025 Oregon Structural Specialty Code, 2025 Oregon codes for electrical, mechanical, plumbing and fire, NFPA 5000, NFPA 72, NFPA 13, ICC A117.1 accessibility standards, Oregon Administrative Rules Chapter 411 Division 87 (licensed nursing facility), and OAR 411-570-0170 (memory care endorsement).

The Owner's Target GMP ranges from $69,000,000 to $99,000,000, to be negotiated during the Preconstruction Phase. The contract incorporates prevailing wage rates for Clackamas County, Region 2, under Oregon Bureau of Labor and Industries standards. The CM/GC Fee is calculated as a fixed percentage of Cost of Work. Liquidated damages are $3,500 per day for delay in Substantial Completion. Performance and payment bonds are required at GMP amounts. The contract includes 5% retainage, 1% for Art program compliance, 1.5% Green Energy Technology requirements under ORS 279C.527–528, and LEED Silver-equivalent energy efficiency standards. The CM/GC must comply with Oregon COBID (Certified Business Inclusion and Diversity) requirements for subcontractor participation and conduct all subcontractor procurement through competitive bidding subject to Owner approval.

The project timeline includes Construction Documents by July 2027, permit and licensing approvals by October 2027, and construction start thereafter. Funding sources include $35 million in State appropriation with federal match funding (65% federal) through grant and appropriations.
