About this opportunity

The Orange County Transportation Authority (OCTA) is releasing a Request for Information (RFI 250424) to solicit marketplace solutions for a centralized, automated system to manage City Fact Sheet data and outputs, with written responses due September 9, 2026. This is an information-gathering phase; no contracts will be awarded under this RFI, and participation is optional.

OCTA currently produces 35 City Fact Sheets covering 34 Orange County cities and the County of Orange through a manual process using multiple Excel workbooks, Adobe InDesign, and data from internal systems including OC Fund Tracker, Center for Demographics Research, Department of Finance, and Geographic Information Systems sources. The sought solution must centralize data management, automate validation and document generation, improve data accuracy and consistency, and support future expansion. Responders must provide an overview of functionality, software licensing model, and average implementation time.

The solution must comply with OCTA's Information Systems Technology Standards, which mandate Microsoft SQL Server 2019 or Oracle for databases; Windows Server 2016 or RedHat Enterprise Linux 7.9 for server operating systems; and NIST 800-53 compliance, encryption standards, multi-factor authentication, single sign-on via Microsoft Azure AD, and adherence to California privacy regulations including CCPA, AB1950, and AB2246. The system will operate as a production system for at least five years following implementation completion.

OCTA intends to award a firm-fixed price contract for an initial two-year term with two optional two-year renewal periods. Responders must provide comprehensive cost and price estimates across eight implementation phases (Project Planning & Management, Requirements Gathering, Design, Construct/Build, Test, Train, Deploy, and Post-Deployment Support/Warranty) plus separate line items for application software licensing, third-party software, support and maintenance, hosting services or on-premise hardware, travel and expenses, and other costs.

Written questions are due August 18, 2026. OCTA will respond to all written questions by addendum no later than August 27, 2026. OCTA reserves the right to accept or reject comments to the Scope of Work and will not pay for any costs incurred in response to the RFI.
