About this opportunity
Utah Inland Port Authority is requesting proposals for electric vehicle infrastructure planning support services under RFP NS27-116, with proposals due October 16, 2026 at 5:00 p.m. MT and questions due October 9, 2026 at 3:00 p.m. MT. The work supports the Salt Lake Inland Port Clean Air Plan (SLIPCAP) and is funded through an EPA Clean Ports Program Climate and Air Quality Planning Grant.
UIPA seeks a qualified consultant to provide comprehensive project management, technical support, and coordination for electrical infrastructure planning necessary for zero-emission vehicle charging deployment at the Salt Lake City Intermodal Terminal (SLCIT), a 260-acre facility located at 1045 South 550 West in Salt Lake City. Deliverables include project management and stakeholder coordination, technical integration and planning support, federal grant compliance and reporting support, strategic planning and implementation roadmap development, and final project closeout documentation. All deliverables must be completed on or before December 1, 2027.
Mandatory minimum qualifications require at least five years of experience in electrical infrastructure planning, EV charging infrastructure projects, transportation or logistics facility planning, or related services, plus prior federal grant and compliance experience. The maximum contract value is $113,000, with pricing guaranteed for one year. Proposals must not exceed 20 pages and are submitted through U3P-Bonfire; a 1 GB file upload limit applies per submission. No pre-bid conference will be held.
Technical evaluation spans 300 points across six categories: proposed schedule and use of budget (40 points), EV charging infrastructure project experience (70 points), electrical infrastructure planning and site design (70 points), assessing data from ports experience (60 points), prior federal grant experience and compliance (35 points), and key personnel qualifications (25 points). Responsive proposals achieving a minimum technical score of 225 points may advance to an optional interview presentation on November 4, 2026, where offerors present for 30 minutes before a five-member evaluation committee. The contract is subject to UIPA Standard Terms and Conditions, Clean Ports Grant Programmatic and Administrative Conditions, and 2 CFR Part 200 federal requirements, including semi-annual performance reporting due July 30 and January 30, Quality Assurance Project Plan submission, and EPA cybersecurity and record-retention compliance.
